The purpose of this classification is to perform professional engineering work involving the design, construction, inspection, operation, and oversight of various public construction, development, and municipal projects to ensure that projects are completed in compliance with all applicable laws and standards. This position reports directly to the Senior Project Engineer, under the purview of the Director of Engineering & Public Works, and requires receiving assignments in the form of broad instructions or general program objectives.
The Project Manager is required to work in a fast‑paced environment requiring the management of multiple projects simultaneously. This position requires independent professional judgment, accountability, leadership, and decision‑making of considerable difficulty.

Interprets, explains, and ensures project design and construction compliance with applicable federal, state, county, and Town codes, ordinances, regulations, standards, specifications, policies, and procedures; researches Town codes, Florida Building code, engineering standards, technical manuals, or other resources as needed; initiates any actions necessary to correct deviations or violations.
Manages and oversees construction projects to ensure compliance with approved plans and specifications, proposed budgets and timelines, and applicable safety practices/requirements.
Performs field inspections of municipal projects and public developments; inspects commercial and residential construction projects to ensure compliance with plans/specifications as approved by the Town; reviews construction permits to ensure construction plans meet approved plan specifications; performs “permanent reference monument” inspections to verify that survey monuments were installed on approved platted properties.
Provides information and technical assistance concerning engineering projects, requirements, and related issues to contractors, developers, engineers, architects, and property owners; recommends solutions to problems; responds to questions, concerns, or complaints; provides technical assistance and consultation to other Town departments.
Prepares or completes various forms, reports, correspondence, traffic calming request reports, street lighting request reports, inspection reports, bid packages, contracts, engineering drawings, plans/specifications, or other documents.
Receives various forms, reports, correspondence, project reports, purchase orders, invoices, engineering and site plans, construction plans, specifications, project budgets and timelines, codes, ordinances, regulations, standards, specifications, policies, procedures, engineering textbooks, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, traffic management system, computer‑aided design (CAD), e‑mail, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
Builds and maintains working relationships with key stakeholders to identify and resolve barriers to implementation and ensure systematic reform efforts; proactively establishes contingency plans if project parameters change or unforeseen circumstances arise.
Facilitates meetings with stakeholders to provide visibility on project progress, deadlines, and issues.
Serves as a Subject Matter Expert in ensuring quality and accuracy of project management deliverables, to include reviewing work, providing feedback, and ensuring projects align with established standards and best practices.
