General Purpose
Under general supervision; performs technical level work coordinating floodplain management and land development activities as it relates to all functions of CRS and NFIP programs for the City. This position is responsible for managing the CRS as well as performing site inspections on active building permits and field verifications of Floodplain Elevation Certificates (FEC).
Supervision Received and ExercisedThis position is classified as a non-exempt, full-time position with a 40 hour work week.
Essential Functions- Performs administrative and professional work as the Floodplain Manager and Community Rating System (CRS) Coordinator in the daily implementation of activities related to the National Flood Insurance Program (NFIP).
- Assists and performs site visits and inspections to advise on conditions of structure compliance for floodplain management purposes.
- Coordinates the activities required for the FEMA Community Rating System and prepares and submits the necessary forms.
- Maintains elevation certificate records in compliance with NFIP and CRS requirements.
- Maintains flood zone maps and associated FEMA revisions, and maintains a database of all requests to FEMA for map revisions.
- Provides limited technical assistance to engineers, developers, and the public regarding flood zones, floodplain management requirements, and drainage studies.
- Coordinates city floodplain activities with state NFIP coordinator and ensures compliance with FEMA requirements for the NFIP.
- Responds to questions and complaints from the public regarding flooding and drainage.
- Performs any other duties as assigned by the Building Director.

Minimum Qualifications- High School Diploma, GED Equivalent.
- Certified Floodplain Manager (CFM) certificate.
- Three (3) years of experience in the construction, floodplain management or engineering field.
- Valid driver’s license with acceptable driving record.
Skills and Abilities
- Prior experience in the construction or engineering field is preferred.
- Ability to read, comprehend, and interpret laws, codes, ordinances, construction plans and procedures, maps, legal descriptions, and technical floodplain terminology.
- Knowledge of Substantial Damage and Substantial Improvements sections of the Florida Building Code.
- Knowledge of building construction plans and blueprints.
- Knowledge of Miami‑Dade County Flood Criteria Maps, flood insurance rating maps and current flood insurance studies.
- Ability to perform technical field inspections of building construction.
- Strong interpersonal skills and ability to work effectively with the public and colleagues.
- Computer literacy; proficient with Microsoft Word, Excel, Outlook and similar software.
- Typing speed at least 30 words per minute.
- Fluency in English;
Spanish language skill is a plus. - Non-smoker.
- Minimum requirements may be waived by the City Manager.
- Ability to balance, climb, crouch, handle, kneel, lift, and perform repetitive hand motions.
- Ability to exert up to 50 pounds of force occasionally, up to 30 pounds frequently, and up to 10 pounds constantly.
The position involves both office work and field inspections.
