Job Summary
This is highly skilled technical and professional work involving the examination, analysis, review, approval, and/or disapproval of structural plans, calculations, specifications, reports, and related construction documents to ensure compliance with the Florida Building Code, applicable engineering standards, and all other governing laws, regulations, and ordinances.
An employee in this classification performs advanced plan review work requiring extensive knowledge of structural engineering principles, construction methods, materials, and code requirements. Responsibilities include evaluating structural drawings, engineering calculations, geotechnical reports, product approvals, shop drawings, and related documentation for residential, commercial, industrial, and institutional construction projects. The incumbent exercises independent judgment and technical expertise in determining compliance with applicable building codes, structural design standards, and life‑safety requirements.
Work is performed primarily in an office environment reviewing permit applications, construction plans, engineering reports, specifications, and supporting documentation. The employee interacts directly with architects, engineers, contractors, developers, and property owners regarding structural code requirements, design criteria, and permit approval processes. Work is performed under the general supervision of the Chief Structural Plans Examiner, Building Official, Section Chief, or other designated administrator.
EssentialFunctions
- Reviews and examines structural plans, engineering calculations, specifications, reports, product approvals, and related construction documents submitted for permit applications.
- Determines compliance with the Florida Building Code, Florida Statutes, applicable engineering standards, and other regulatory requirements governing structural design and construction.
- Approves or disapproves structural plans and permit applications based on compliance with applicable codes, regulations, and accepted engineering practices.
- Identifies deficiencies in structural designs and provides written and verbal comments outlining required corrections and modifications necessary for approval.
- Reviews structural systems including foundations, concrete, masonry, steel, wood, aluminum, and other construction materials and assemblies.
- Evaluates wind load resistance, flood‑resistant construction, structural integrity, and life‑safety requirements in accordance with applicable codes and standards.
- Reviews threshold building documents, special inspection programs, structural peer reviews, and other specialized structural submittals as required.
- Coordinates plan reviews with other disciplines including building, mechanical, electrical, plumbing, fire, zoning, and public works.
- Provides technical assistance and code interpretations to architects, engineers, contractors, developers, property owners, and the general public.
- Responds to inquiries regarding permit requirements, structural design criteria, code compliance, and plan review procedures.
- Maintains accurate records of plan reviews, approvals, corrections, permit documentation, and related correspondence.
- Assists in developing and implementing departmental policies, procedures, and standards related to structural plan review activities.
- Participates in meetings with design professionals and project stakeholders to resolve complex code and structural design issues.
- Performs other related duties as assigned.
Must possess qualifications required for certification as a Structural Plans Examiner under the applicable provisions of the Florida Statutes, Florida Building Code, and the Florida Department of Business and Professional Regulation (DBPR).
A valid driver license from any state may be utilized upon application; however, prior to appointment, a valid Florida driver license (Class E or higher) must be obtained and maintained throughout employment.
Must hold a valid Professional Engineer license.
