Duties
* Lead command efforts in joint concept development, testing, and doctrinal updates, providing expert briefings to 3- and 4-star senior leaders.
* Align the Joint Training Program with Joint Staff guidance and commander priorities, revising the Joint Mission Essential Task List (JMETL).
* Conduct research and design rigorous validation assessments to determine the training and cost-effectiveness of new instructional systems.
* Coordinate the Lessons Learned Program and facilitate critical after-action reviews (AARs) for command exercises and operational activities.
* Provide authoritative policy and procedural guidance on emerging joint war fighting concepts and technologies to components and external agencies. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position will require the employee to be able to obtain and maintain a Top-Secret Clearance.
* This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Employee is required to sign a DA Form 5019-R and must pass a urinalysis test as required prior to appointment and periodically thereafter.
* May be required to work other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays.
* This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Qualifications Who May Apply:

Specialized
Experience:
One year of specialized experience which includes
1) Assisting in the design, coordination, and evaluation of joint concepts, joint doctrine, or collective training programs to align organizational efforts with combatant command or joint-level strategic objectives;
2) Utilizing training management databases, systems, or lessons learned repositories to collect, compile, and analyze training data, after-action reviews (AARs), and operational assessments;
3) Developing performance measures and training assessment criteria, to include mapping training tasks to mission-essential readiness metrics, to track and report on unit and organizational training outcomes; and
4) Applying analytical, evaluative, and cost-benefit methodologies to evaluate instructional delivery techniques, identify program efficiencies, and provide recommendations to senior leadership on the viability of experimental training programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement:
