This is an independent position within the Epidemiology, Disease Control, and Immunization Services / Healthy Homes and Lead Poisoning Prevention Program. The incumbent is responsible for monitoring the Refugee Child Lead Screening and Follow-Up Program and providing case management services to children with abnormal blood lead levels. The role includes conducting community outreach and education to support program initiatives. The incumbent must adhere to all HIPAA and information security regulations to ensure confidentiality of client health information and maintain strong working relationships with staff and clients while following established Health Department policies and procedures.

The incumbent coordinates and delivers case management for children with elevated blood lead levels, including interviewing, educating, and counseling families on childhood lead poisoning and prevention. Responsibilities include referring families to appropriate health care and social service providers and conducting home visits, in collaboration with an environmental specialist, to assess potential environmental lead exposures. The incumbent will also perform capillary lead screenings, investigate confirmed or suspected cases, and provide education, prevention guidance, and linkage to medical care to support timely follow-up.

Additional responsibilities include conducting blood lead screening for at-risk children through door-to-door outreach and community-based events.

The incumbent collaborates with the County Health Department to ensure all refugees aged 6 months to 6 years are screened and conducts follow-up home investigations and education for families of children diagnosed with lead poisoning. Duties also include administering culturally and linguistically appropriate questionnaires to support epidemiologic data analysis and building partnerships with Head Start programs in high-risk areas to expand screening for children under 6 years of age.

This position requires regular travel to Women, Infants, and Children (WIC) clinic sites in Miami-Dade County two to three days per week to conduct capillary lead screening and hemoglobin testing for children and pregnant women. The incumbent also performs capillary lead testing at community outreach events, including health fairs and other local initiatives. As a Healthy Homes coach, the incumbent conducts home visits to assess environmental lead exposures and asthma triggers alongside an environmental specialist.

The role includes participating in outreach activities for the Healthy Homes, Lead, and Asthma Program; providing training or presentations on lead hazards and inspection techniques; and developing informational materials such as brochures and educational packets for the public and property owners. Acts as a backup for Healthy Homes, Lead, and Asthma Program staff, provide assistance and support as needed. Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities:
Ability to understand and apply applicable rules, regulations, policies and procedures. Knowledge of early childhood development theory and practice. Ability to draw blood from the children (phlebotomy license). Knowledge of community resources. Proficient using Microsoft Office Word, Excel, Power Point, Publisher and Outlook. Knowledge of methods of data collection, data analysis and generating reports/action plans. Knowledge of program objectives. Skill in basic counseling techniques.

Ability to deal with the public in a tactful and courteous manner. Ability to assist clients in accessing community resources services. Ability to conduct fact finding interviews (Administer questionnaire). Knowledge and skill in building a customer focused culture. Ability to establish and maintain effective working relationships with others. Knowledge of Health Insurance Portability Accountability Act Privacy.

Qualifications:

Minimum
- Experience conducting health assessments, valid driver's license, reliable personal vehicle to perform work related duties. Preferred - Incumbent in this position is preferred to be bilingual in English and Spanish.
