Performs complex activities in support of the administration, development, and implementation of the employee and labor relations program and policies. Conducts investigations of allegations of employee misconduct, and violations of university policies and procedures. Works with colleagues and appropriate department leaders to track and maintain the flow of employee concerns initial complaint to investigation and the final disposition action, ensuring the timely delivery of investigation summaries and recommended action(s).
Engages appropriate parties to resolve escalated employee relations concerns.
- Manages assigned employee relations concerns directed to ELR by providing staff (managers, supervisor, and employees) with coaching and guidance to employees on the resolution of ELR matters ensuring consistent interpretation and application of university policies, practices, and procedures.
- Assists in the preparation and execution of all separations of employment processes.
- Conducts multiple thorough, fair, and timely reviews and assessments of complex employee relations issues including facilitating appropriate intake meetings, background research, interviews, and de-brief meetings with appropriate partners.
- Gathers and analyzes information/research in support internal investigations to determine if a violation occurred. Reports findings to the ELR Director or Assistant Director and provides possible solutions to resolve matters.
- Provides confidential administrative support to the ELR department in all program activities.
- Ensures compliance with applicable employment laws, university's policies and procedures, and the University's various collective bargaining agreements. Administers and interprets policies and agreements for management and staff.
- Responsible for the maintenance of the Employee & Labor Relations (ELR) tracking system and ELR employee files for assigned cases.
- Responds to information requests with the highest level of confidentiality; provides support to university administrators, managers, and supervisors in areas of contact administration, grievances, discipline, and performance management.
- Facilitates exit interviews in a timely manner and provide monthly reports of the analysis of employee responses in areas which demonstrate patterns and require immediate attention by ELR, such as high employee turnover, problems with supervisor, and or unfavorable working environment.
- Provides administrative support in the processing of Nepotism, Conflict of Interest/Outside Activity Disclosures, and Flexible Work Arrangements as assigned and follows through with any necessary action to resolve conflict, and with the expiration of approved arrangements.
- Performs other related duties as required or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
- Bachelor's degree in a related field and three (3) years of HR experience or Master's degree and two (2) years of HR experience.
- An understanding of federal and state labor laws and regulations.
