Minimum Qualifications
Bachelor's degree. Three to six years of professional experience in benefits administration and processes, to include financial/retirement services compliance, risk or healthcare audit functions in such fields as Human Resources Management or Healthcare Compliance or Employment Law. Knowledge of technology support functions, related laws and regulations such as HIPAA, COBRA, FMLA, DOL, Section 125, as well as supervisory experience are highly desired.
Advanced degree in related area is preferred.

Miami-Dade County's People and Internal Operations Department is seeking an experienced strategic and innovative manager who will assist in the management of the Benefits Administration Section of the Benefits Administration and Employee Support Services Division to ensure that benefit experiences are effective, comprehensive, and meet the needs of Miami-Dade County's over 25,000 employee workforce and its retirees (approximately 52,000 covered lives).
Miami-Dade County aims to maintain and enhance benefits programs that enable it to have a competitive position in the job market. The incumbent will work under the general direction and supervision of the Assistant Division Director of Benefits Administration and Employee Support Services. To be effective in this role, the Benefits Section Manager develops and maintains collaborative and effective partnerships with various stakeholders such as the County's leadership, unions, elected officials, consultants, and vendors under the direction of the Division's leadership.
General Responsibilities:
* Under the direction of Division leadership management of a staff of approximately 15-20 clerical, administrative professional staff and currently two Supervisors.
* Under the direction of Division leadership manage the administration of contracts for a self-funded Point of Service (POS) medical plan; various HMO medical plans, various dental plans (PPO and DHMO enriched and standard); vision plans; group term life and Optional Life Programs;
Internal Revenue Code Section 125 Cafeteria Plan which includes Health Care and Dependent Day Care Spending Accounts and Flex Dollars;
Group Disability Plans (Short-term and Long Term); 457 (b) Deferred Compensation Plans;
Group Legal Plans;
Benefit Consulting Services, value added-voluntary benefits, and Deferred Compensation Plans. The incumbent will ensure that these programs are following all guidelines, federal and state regulations, County Resolutions and Ordinances, and Miami-Dade County's policies procedures and contracts.
* Under the direction of Division leadership, manage Human Resources projects related to the coordination, development and implementation of policies and procedures for Miami-Dade County's employee insurance benefits and the Florida Retirement System (FRS) defined benefit and defined contribution plans, and other benefits related plans such as post-employment retirement plans.
* Under the direction of Division leadership assist manage the benefits administration processes and procedures, including assistance development of census data for preparation of Requests for Proposals (RFP's) to secure proposals/bids for various benefit plans within Miami-Dade County's procurement guidelines and policies. Assists to evaluate proposals and makes recommendations to the Division leadership.
* Other responsibilities as requested by Assistant Division Director and Division Director.
Operational Responsibilities
* Manage day-to-day Benefits Division operations, to include review of system benefits setups, processes and streamlining of administrative operations.
* Optimize vendor relationships to ensure service quality, cost efficiency, and compliance in benefits administration.
* Develop and execute communication strategies, including educational materials and training sessions, to improve employee awareness and understanding of benefits offerings.
* Oversee the full benefits lifecycle: annual enrollment, qualifying life events, eligibility changes, and employee inquiries. Manage the open enrollment process, including conducting employee communications, surveys, presentations, and training sessions.
* Monitor and analyze benefits utilization, costs, and trends; provide data-driven insights and recommendations to inform plan design and budgeting.
* Manage benefits compliance, including plan audits and preparation of required filings (e.g., Form 5500, ACA reporting), while staying current on federal and state regulatory updates. Stay up to date with relevant legislation, regulatory changes, and compliance requirements, ensuring County benefit programs remain legally compliant.
* Ensure accurate maintenance of employee benefits data and resolve benefit-related issues in a timely, customer-focused manner.
