We are seeking an experienced HR professional to independently manage day-to-day human resources operations for a U.S.

-based location. This hands-on role oversees employee relations, full-cycle recruiting, payroll vendor coordination, regulatory compliance, and communication with international HR leadership.

The ideal candidate is a resourceful HR generalist who can work with limited on-site supervision, exercise sound judgment, and recognize when an issue should be escalated to leadership or an outside specialist.

Key Responsibilities
  • Serve as the primary HR contact for employees, managers, and local leadership.
  • Provide guidance on workplace concerns, employee relations matters, policies, and HR procedures.
  • Gather and document information related to employee concerns and coordinate appropriate responses with leadership.
  • Maintain accurate, confidential employee records and ensure consistent application of HR policies.
  • Manage full-cycle recruiting, including job description development, agency coordination, interviewing, offer negotiation, onboarding, and start-date preparation.
  • Select and manage external recruiting and staffing partners.
  • Review payroll information prepared by an external vendor, identify potential errors, and approve accurate payroll data.
  • Work directly with the payroll provider to resolve discrepancies and support timely pay cycles.
  • Maintain compliance with applicable federal and state employment, wage-and-hour, benefits, and reporting requirements.
  • Prepare required government and agency filings and stay current on changes in employment regulations.
  • Provide HR data and reports to international leadership according to established schedules and formats.
  • Implement HR initiatives and coordinate consistent practices across multiple U.S. locations.
  • Support international assignees with onboarding, relocation, and repatriation arrangements as needed.
Required Qualifications
  • Bachelor’s degree in Human Resources, Business, or a related field, or equivalent professional experience.
  • Several years of HR generalist experience, preferably as the sole or lead HR representative for a location.
  • Working knowledge of U.S. federal and applicable state employment laws and reporting requirements.
  • Full-cycle recruiting experience, including working with staffing agencies and negotiating offers.
  • Sufficient payroll knowledge to review vendor-prepared payroll and identify errors; direct payroll processing is not required.
  • Proficiency in Microsoft Excel or comparable spreadsheet tools.
  • Ability to work independently, manage competing priorities, and escalat complex matters appropriately.
  • Strong discretion and professional ethics when handling confidential employee and compensation information.
  • Legal authorization to work in the United States.
Preferred Qualifications
  • Business-level proficiency in Japanese and English.
  • Experience working within a Japanese-affiliated organization or a U.S.–Japan business environment.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • Experience supporting expatriate or international assignee relocation.
  • Familiarity with HRIS or payroll platforms such as ADP, Paylocity, or Workday.
  • Experience assisting with the evaluation or implementation of a new HRIS or payroll system.

Occasional travel may be required (e.g., assignee support, HQ coordination); flexibility for time-zone differences with Japan.
