Minimum QualificationsBachelor's degree. A minimum of four years of professional experience in operating and capital budget development, fiscal or data analysis, to include experience supporting enterprise budgeting systems (e.g., Oracle Hyperion/Enterprise Performance Management or equivalent) is required.
Recruitment NotesAn incumbent in this position is responsible for administering the Miami-Dade County enterprise budgeting system, maintaining system readiness, and serving as a functional liaison between the Office of Management and Budget (OMB), system users, and IT developers. Key responsibilities vary throughout the year but generally include:
Managing the annual budget development processes within enterprise budgeting systems to include configuration updates, data validation, forecasting refreshes, loading of personnel rates, and the preparation of files for integration with the general ledger, human capital management (position and employee information), and commitment control of the Miami-Dade County's ERP System (People Soft). Oversight of fiscal system cycles, such as the annual fiscal year rollover, system archiving, patch coordination, grant exclusion processing, and quarterly reporting updates Supporting system users by troubleshooting functional issues, coordinating resolutions with IT developers, maintaining system metadata and user access, while ensuring overall operational stability of enterprise budgeting systems Conducting data analysis and system validations to ensure accuracy of budget submissions, financial extracts, personnel data, and forecasting outputs used throughout the budget cycle Developing and executing annual training plans, updating user manuals, and delivering training sessions to departmental budget staff / end users Coordinating system enhancements and integration by contributing to improvements/upgrades in enterprise budget systems and strengthening system integrations with the Miami-Dade County's ERP System (People Soft).
This includes verifying data and metadata flowing between the Miami-Dade County's enterprise budgeting systems and People Soft modules, specifically general ledger, commitment control, and human capital management position and employee information to ensure consistency, accuracy, and compliance requirements
