Minimum Qualifications:
Bachelor's Degree in Engineering or related field. A minimum of six years of professional experience developing and executing a capital improvement program, to include design, procurement, and construction is required. Experience with in the Solid Waste Industry and a State of Florida Professional Engineer (PE) License are preferred.
Recruitment Notes:This is a senior-level management position responsible for directing the Department’s engineering, environmental compliance, facilities maintenance and mosquito control functions. The position oversees planning, design, permitting, construction oversight, and ongoing maintenance for a wide range of solid waste and operational support facilities including landfills, transfer stations, waste-to-energy facilities, household chemical centers, collections operations facilities and mosquito control facilities.
The Assistant Director provides executive oversight of capital improvement programs, including project planning, budgeting, consultant coordination, and construction management. Responsibilities include administering major operational agreements, managing energy-related programs such as landfill gas and resource recovery, and supporting negotiations related to solid waste technologies and energy initiatives.
The position ensures departmental facilities and programs operate in compliance with applicable environmental permits and regulatory requirements. Duties include establishing environmental compliance policies, coordinating with regulatory agencies, and resolving technical, operational, and construction-related issues.
The role exercises significant independent judgment and professional expertise while supervising multiple levels of managers, supervisors, and professional staff. The Assistant Director is responsible for workload planning, budget development, personnel actions, and performance management across assigned divisions, including Mosquito Control.
This position requires strong leadership, technical knowledge, and experience managing complex engineering, environmental, and operational programs within a large public-sector or utility-based environment.
