Summary

The Manager, IT - Clinical Information Systems is responsible for operations management and service management for clinical information systems. Services include development, implementation and evaluation of clinical informatics and clinical information systems in collaboration with other IT groups (Core Business Systems, Integration, etc.). Responsible for all aspects of operations including service delivery, fiscal administration, allocation of human resources and accomplishing departmental objectives.

This will have a significant role in the administration or preparation of the departments or the organization's budget. The incumbent may assist and act in a confidential capacity to help manage, formulate, determine and effectuate management process and policies. May attend management meetings and may be involved directly or indirectly in the decision making process around confidential management decisions. Position requires exercise of independent judgment.

Responsibilities
  • Collaborates with clinical information systems teams, CMIO, physicians and hospital committees to define/design solutions for the clinical areas of JHS.
  • Collaborates with Director of Applications to develop and implement departmental goals and objectives, make recommendations for operational and strategic planning, report project status to senior leadership, develop and implement operational policies and procedures.
  • Provides leadership and participates in: selection of new software, developing best practices, project definition and management.
  • Models Leadership Practices of the organization.
  • Proactively manages the department’s staffing plan assuring cost effective staffing that meet customer needs and system implementation timelines.
  • Enforces IT Division standards, guidelines and methodologies for project management, change management and documentation.
  • Provides project leadership/management.
  • Establishes project work teams and ensures project accountability.
  • Develops/reviews detailed implementation plans and estimates for projects and monitors project progress.
  • Establishes strong customer services and creates positive relationships with stakeholders.
  • Serves as the liaison between IT and to user groups to investigate and resolve customer service issues.
  • Develops and maintains communication systems that exceed customer expectations.
  • Assures compliance with JCAHO and other regulatory agencies.
  • Develops, implements and actively manages an annual capital and operations budget for areas of responsibility.
  • Effectively manages acquisition, maintenance and utilization of software, equipment and supplies.
  • Effectively implements the operations budget demonstrating fiscal responsibility.
  • Reports variance to the Director of Applications and communicates variances to department leaders and staff.
  • Directs activities of integration teams and as well as other IT teams as assigned.
  • Manages the human resources activities including staff recruitment, retention, recognition, and performance review and staff development activities.
  • Provides performance feedback to employees on a regular basis and completes timely employee performance appraisals.
  • Develops and implements effective quality improvement initiatives through written work plans to determine clinical information system’s impact on costs and quality of care.
  • Manages overall effectiveness of applications by understanding available functionality, options and possible alternatives for all installed software.
  • Performs all other related job duties as assigned.
Experience
  • Generally requires 5 to 7 years of related experience.
  • Management experience is required.
  • Pharmacy and Oncology experience strongly preferred.
Education

Bachelor’s degree in Computer Science, Business Information Systems or a related field is required.

Credentials

Active license or certification is required as needed, based on the job or specialty.
