Operations Manager
Serve as the Senior Logistics Management expert and principal advisor to the Commander and J4 Director to establish strategic policies and procedures for theater-wide sustainment, plans, and exercises.
Integrate logistics support across the full spectrum of operations monitoring contingencies and exercises to anticipate requirements and readiness issues impacting the USSOUTHCOM theater.
Direct the execution of Time Phased Force Deployment Data (TPFDD) and manages theater distribution architecture to ensure efficient movement of troops and equipment.
Lead liaison efforts with the Joint Staff, TRANSCOM, DLA, Service Components, and the State Department coordinating directly with US Embassies and Host Nation Ministers of Defense on logistics issues.
Oversee the integration of logistics automated information systems, including GCSS/GCCS, JFAST, and In-Transit Visibility (ITV) systems, to provide senior leaders with a common operating picture.
Provide strategic leadership and administrative oversight for a diverse staff of senior military officers and civilians across the Mobility, Sustainment, and JLOC branches.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
This position has a Temporary Duty (TDY) or business travel requirement 20% of the time.

Specialized
Experience:
One year of specialized experience which includes
1) Planning and executing joint logistics, deployment, and distribution operations, to include managing sustainment requirements, force deployment data (e.g., TPFDD), and theater distribution architectures in support of deliberate planning, crisis action, or contingency operations;
2) Serving as a senior logistics technical expert and liaison, coordinating strategic policies, operational capabilities, and movement demands across high-level stakeholders (such as Joint Staff, Combatant Commands, interagency partners, commercial industry, or host nations); and
3) Leading multi-functional teams and leveraging joint logistics automated information systems (e.g., GCSS, Joint Flow and Analysis System for Transportation (JFAST), Global Decision Support System(GDSS) or other In-Transit Visibility platforms) to analyze complex data, resolve supply or transportation bottlenecks, and provide a common operating picture for general/flag officer or senior executive decision-makers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
