Position
Summary:

The Residential Manager is responsible for the planning, implementation, supervision, and evaluation of residential behavioral health services across Residential Level II - Level IV, Room and Board Programs and Mommy & Me Residential Level II – Level IV, Room and Board Programs. This position provides operational and clinical oversight to ensure the delivery of high-quality, evidence-based, and client-centered services in compliance with agency policies, Medicaid standards, DCF licensing requirements, State of Florida Rules, Agency for Healthcare Administration regulations, Managing Entity (Thriving Mind/SFBHN) requirements, and all applicable federal, state, and local regulatory laws and standards

The Residential Manager ensures the program runs safely and smoothly, supervises the Recovery Technician staff, manages flow of individuals served and coordinates with leadership and other departments.

Essential Duties and Responsibilities:
  • 1. Oversee daily operations of Residential Level II, Room and Board Programs, Mommy & Me, Residential Level III and IV programs to ensure safe, effective and structured environment.
  • 2. Ensures staff follow safety protocols, supervision ratios, and crisis procedures.
  • 3. Monitors facility conditions, cleanliness, and maintenance needs.
  • 4. Supervise assigned residential Recovery Technician staff.
  • 5. Maintains accountability for individual supervision and overall residential milieu management.
  • 6. Develop, implement, and continuously improve operational procedures, workflows, and communication processes to enhance program efficiency and service quality.
  • 7. Participate in management meetings, internal committees, external stakeholder meetings and community partnerships as assigned.
  • 8. Maintain positive working relationships with referral sources, community providers, regulatory agencies and external partners.
  • 9. Provide and document supervision as required.
  • 10. Provide backup clinical support and crisis intervention when assigned staff are unavailable.
  • 11. Support staff in managing difficult individual served situations, including consultation regarding escalations, Baker Act, etc.
  • 12. Collaborate with clinical operations, nursing leadership, admission staff, lead case manager and lead therapist.
  • 13. Participate in interdisciplinary treatment teams to ensure coordinated client care and continuity of care.
  • 14. Consults with clients, Lead case manager, Director of Residential, and Director of Finance when clinical concerns that may impact treatment participation or financial obligations.
  • 15. Ensure coordination of medical appointments, transportation logistics and continuity of individual served services.
  • 16. Ensures that residential documentation is accurate, complete, current, and compliant with regulatory and payor standards as well as agency policies and procedures.
  • 17. Review, monitor and co-sign staff documentation (as needed), including shift notes, incident reports, etc. to ensure quality and compliance.
  • 18. Ensure timely completion of all required reports, grievances, audits, and data submission for regulatory, licensing and funding agencies.
  • 19. Monitor compliance with agency policies, performance standards, licensing requirements and quality assurance initiatives.
  • 20. Review all incident reports involving individuals, staff, or minors and ensure appropriate follow-up actions are completed.
  • 21. Ensure timely IRAS reporting and other mandatory reporting requirements in accordance with Dept. of Children and Families, Agency for Healthcare Administration, and managing entity guidelines.
  • 22. Complete and maintain evacuations plans, safety procedures, emergency preparedness activities and required drills.
  • 23. Supervise, coach, and evaluate assigned staff to promote accountability, professional development and quality service delivery.
  • 24. Oversee orientation and training of all new hires and promotional staff
  • 25. Implement progressive disciplinary actions according to company policies, procedures and guidelines
  • 26. Ensure staff responsibilities, authority, and accountability are clearly communicated and consistently enforced.
  • 27. Conduct staff meetings, shift turnover meetings, and supervisory sessions to support communication and operational continuity.
  • 28. Develop and coordinate staff schedules and assignments to ensure adequate program coverage.
  • 29. Monitor employee documentation, including evaluations, credentials, training compliance and personnel records.
  • 30. Coordinate and support staff training initiatives, including in-service education and regulatory training required.
  • 31. Promote a culture of teamwork, professionalism, ethical practice and continuous improvement.
  • 32. Oversee the monitoring and maintenance of inventory for programming supplies, welcome packets, and operational resources to prevent shortages.
  • 33. Coordinate and oversee maintenance and compliance of program vehicles, including mileage logs, safety equipment, and inspections requirements.
