Nature of Work

Responsible supervisory and administrative work coordinating, planning, and directing the operation of the City’s swimming pools and water park. The role includes development, administration, supervision, operation, and maintenance of the City’s swimming pools and water park, their related equipment, facilities, and structures. Employees work under the general supervision of the Parks Aquatic Coordinator (or designee) and are subject to general review through conferences, inspections, and written reports.

Functions
  • Plan, organize, and direct the activities of the City’s swimming pools and water park.
  • Organize, promote, and direct a diversified program of aquatic sports, special events, and contests; maintain an effective program of water safety; issue rules and regulations for pool use and ensure they are observed.
  • Receive and respond to public inquiries and complaints about aquatic programs and policies.
  • Assist with scheduling and attending community meetings to assess community needs and evaluate aquatic programs.
  • Conduct daily on‑site visits to review facilities, programs, and employee job performance.
  • Supervise the daily activities of assigned recreation, aquatic, and maintenance employees; schedule, instruct, assign, and plan the work of subordinates.
  • Review the work of subordinates for completeness and accuracy; evaluate performance and make recommendations for improvement.
  • Assist in the recruitment process of water safety personnel and select new water safety personnel for hire.
  • Schedule, instruct, and supervise potential and current employees in Professional Rescue training (Lifeguard, Water Park, and Oxygen Administration) and in First Aid and CPR/AED.
  • Supervise the maintenance of all pools, equipment, facilities, and buildings; order necessary repairs and supplies; maintain inventory.
  • Determine efficient, economical, and effective methods of operation; issue general instructions regarding these policies and conduct periodic reviews.
  • Plan and recommend capital improvements and purchases of all aquatic related equipment.
  • Maintain files and reports of assigned pools and their operations; ensure completion of activity reports and other documents by subordinates.
  • Serve as liaison between the department and the Recreation Division to coordinate work orders and construction at the pools.
  • Assist in determining division policies and procedures related to the supervision of aquatic personnel.
  • Assist in the development of the district/zone budget and implement the approved budget.
  • Collect and deposit funds paid for permits, programs, and activities within the district/zone and monitor accounting procedures.
Minimum Requirements

A minimum of 60 college credits and three (3) years of experience in pool operation and management, including two (2) years of supervisory experience in the operation and management of a municipal swimming pool.

OR

Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.

Special Requirements – Necessary

Special Requirements

A valid driver’s license from any state (equivalent to a State of Florida Class

E) may be utilized upon application; a State of Florida Driver’s License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.

Certificates required at time of application and maintained current throughout employment:

  • Lifeguard Training Instructor, Water Safety Instructor, Lifeguard Training and First Aid, and CPR/AED for the Professional Rescuer certificates issued by the American Red Cross or other nationally recognized certifying agency.
  • One of the following:
    Miami‑Dade County Health Department Pool Operator’s Certification, National Recreation and Park Association Aquatic Facility Operator (AFO) Certification, or National Swimming Pool Foundation Certified Pool‑Spa Operator (CPO) Certification.
Special Note

Employees in this classification will be required to work various shifts, including nights, holidays, and weekends. Candidates will be subject to a Level II background screening.
