POSITION SUMMARY

The chosen applicant will be responsible for directi directing all activities of the Office of Student Financial Aid, including the completion of all applications for funds, management of program funds, knowledge and interpretation of rules and regulation governing student aid programs and completion of all applicable federal, state, and institutional reports.

ESSENTIAL FUNCTIONS

* Supervise all financial aid and scholarship programs including, but not limited to federal and state grants, work programs, student loan programs, fee waivers, and outside scholarships.

* Develop and monitor the Financial Aid Office budget including personnel needs, departmental operating expense.

* Responsible for the reconciliation of each of the federal programs using the GAPS Program, NEO mainframe system, and COD.

* In collaboration with the Vice President for Fiscal Affairs, develop, implement and coordinate necessary accounting and financial management systems to ensure compliance and proper expenditure of funds. Coordinates and maintains a system for the disbursement of financial aid.

* Interpret and apply federal laws and regulations; college policies and regulations; and state regulations relating to the delivery of student financial aid. Complete all required reporting on state and federal programs in an accurate and timely manner. Develop and implement appropriate interfaces to the computerized financial aid management system.

* Coordinate the development of student budgets including costs of attendance (tuition, books, fees, room and board) and work with other offices on campus to make sure all applicable expenses are included.

* Monitor college work-study program and for each of the federal programs.

* Develop and maintain a knowledgeable and effective staff. Oversees all administrative functions of the Financial Aid Office by supervising, providing ongoing professional development opportunities, and evaluating all full-time and part-time employees.

* Develop and direct financial aid strategies within the framework of federal and state regulations that are consistent with the enrollment management and student services objectives of the College and by administering financial aid, scholarships and student employment programs that support student recruitment and retention.

* Develop and maintain an effective system to provide prospective and current financial aid recipients with accurate and timely information and counseling regarding eligibility for financial assistance. Ensures that students are informed about their eligibility for financial aid by developing and directing a system for collecting and evaluating applications, and for the timely and effective awarding of all types of financial aid.

The director is also responsible for the end of the semester review of student records for satisfactory academic progress.

* Maintain appropriate communication with external agencies such as Department of Education, the Bureau of Indian Affairs, Vocational Rehabilitation, JTPA, DHS, WIB, etc.

* Contribute to student satisfaction through delivery of quality customer service in all aspects of the administration of financial aid and student employment. services

* Serve as the Chair the Scholarship Committee and as a member of the Academic Financial Aid Committee.

* Manage and update the financial aid website.

* Advise the Vice President for Student Affairs Enrollment Management and the President on significant matters in support of NEO's mission, goals and objectives.

* Other duties as assigned.

POSITION QUALIFICATIONS

* Bachelor's Degree (Master's degree preferred) in student personnel or related area and a minimum of three years of increased administrative responsibilities for financial aid programs at a college or university or an equivalent combination of education and experience;
Knowledge of federal, state, and institutional financial aid programs;

* Ability to deal effectively with a diverse student body;

* Ability to commit to a team-building approach;

* Experience with need analysis, counseling, and packaging aid;

* Ability to work under pressure to meet timelines and objectives;

* Good interpersonal and communication skills.
