Position Summary

The Peoria CARE Manager provides strategic leadership, operational oversight, and program management for the Peoria CARE Program. This position is responsible for ensuring the successful implementation of recovery support services, community outreach initiatives, culturally responsive programming, and grant-funded activities that promote wellness, prevention, recovery, and resilience throughout the Peoria Tribe.

The Peoria CARE Manager supervises multidisciplinary staff, manages program operations, oversees grant implementation and compliance, develops strategic initiatives, fosters collaborative partnerships, and ensures the delivery of high-quality, culturally appropriate services that align with Tribal priorities and funding requirements.

The Manager serves as a leader within the Health & Human Services Department by promoting excellence in service delivery, accountability, innovation, and continuous quality improvement.

Essential Duties and Responsibilities Leadership & Administration
  • Provide leadership, supervision, coaching, and professional development for assigned employees.
  • Establish performance expectations and conduct employee evaluations.
  • Foster a positive, collaborative, and accountable work environment.
  • Develop departmental goals, objectives, and strategic priorities.
  • Monitor productivity, performance measures, and program outcomes.
  • Ensure compliance with Tribal personnel policies and procedures.
  • Coordinate departmental meetings and staff development activities.
  • Develop and implement operational policies and procedures.
Program Management
  • Direct daily operations of the Peoria CARE Program.
  • Ensure efficient coordination of recovery services, outreach activities, prevention initiatives, and cultural engagement programs.
  • Evaluate program effectiveness through measurable performance indicators.
  • Develop innovative approaches to improve access to services.
  • Coordinate multidisciplinary service delivery across Tribal departments.
  • Identify emerging community needs and recommend new programming.
Grant Administration
  • Oversee implementation of federal, state, Tribal, and private grant-funded programs.
  • Ensure compliance with grant requirements, timelines, deliverables, and reporting.
  • Collaborate on grant applications, renewals, budgets, and program development.
  • Monitor expenditures and ensure responsible use of grant funding.
  • Coordinate with Finance regarding grant budgets and reimbursement requests.
  • Maintain documentation necessary for audits and monitoring visits.
Community Engagement
  • Develop meaningful relationships with Tribal citizens, community organizations, healthcare providers, schools, law enforcement, and partner agencies.
  • Represent the Peoria Tribe at meetings, conferences, coalitions, and community events.
  • Promote awareness of recovery resources and prevention services.
  • Coordinate public education campaigns and community outreach initiatives.
  • Encourage community participation in Peoria CARE programs.
Cultural Leadership
  • Promote culturally responsive recovery services.
  • Support integration of Tribal traditions, cultural teachings, language, and community values into programming.
  • Collaborate with Tribal Elders and cultural leaders when appropriate.
  • Encourage staff participation in cultural competency training.
Recovery Services Oversight
  • Ensure Peer Recovery Support Specialists provide quality recovery coaching and peer support.
  • Monitor service delivery standards and documentation.
  • Support evidence-based recovery practices while honoring culturally appropriate approaches.
  • Coordinate referral systems with behavioral health, healthcare providers, and community partners.
  • Assist with crisis response planning when necessary.
Financial & Budget Management
  • Assist in the preparation and monitoring of departmental budgets.
  • Review expenditures for compliance with funding requirements.
  • Recommend resource allocation strategies.
  • Identify funding opportunities to expand services.
  • Participate in strategic financial planning.
Compliance & Quality Improvement
  • Ensure compliance with Tribal policies, grant requirements, HIPAA, confidentiality standards, and applicable federal and state regulations.
  • Develop quality assurance measures.
  • Monitor program outcomes through data collection and reporting.
  • Prepare reports for Tribal leadership and funding agencies.
  • Implement continuous quality improvement initiatives.
Requirements

Minimum Qualifications
  • Bachelor's degree in Social Work, Public Administration, Behavioral Health, Human Services, Healthcare Administration, Business Administration, or a closely related field.
  • Five (5) years of progressively responsible experience in program management, behavioral health, recovery services, public health, human services, or Tribal programs.
  • Minimum of three (3) years of supervisory experience.
