Job DescriptionWe are seeking an experienced and highly skilled Division Compliance Manager (DCM) to oversee the trade compliance activities across multiple manufacturing plants within our division at Precision Castparts Corp. In this leadership role, you will be responsible for ensuring that all operations comply with U.S. export regulations, including ITAR, EAR, and Customs requirements. You will manage trade compliance teams, conduct internal audits, and provide expert advice on complex trade compliance issues.
As the DCM, you will develop, implement, and maintain a robust trade compliance program, work closely with the legal department on compliance matters—including investigations and reporting of potential violations—and monitor regulatory updates to keep the program compliant. You must be proficient in the Automated Commercial Environment (ACE) system, including filing EEIs and generating compliance reports.
Key Responsibilities- Oversee and manage trade compliance activities for multiple manufacturing plants, ensuring compliance with ITAR, EAR, OFAC sanctions, and U.S. Customs laws.
- Provide expert guidance to trade compliance staff on complex matters and product classification questions.
- Conduct internal audits at manufacturing sites to assess compliance and ensure proper recordkeeping, documentation, and reporting.
- Collaborate with the legal department on investigations of potential violations, risk assessments, and regulatory reporting.
- Identify, track, and implement corrective actions from internal audits and compliance reviews.
- Stay updated on regulatory changes related to international trade and provide timely updates to local management and trade compliance teams.
- Maintain and improve the trade compliance program across multiple sites to ensure consistency.
- Proactively identify and mitigate trade compliance risks by providing strategic guidance to manufacturing plants and management.
- Oversee or directly participate in the preparation, submission, and maintenance of export licenses using DECCS and SNAP-R, and ensure proper filing of EEIs in the ACE system.
- Review and approve export documentation—licenses, EEI filings, commercial invoices—and import documentation—entry summaries, commercial invoices, purchase orders, free trade agreement certifications—and ensure accuracy and regulatory compliance.
- Provide training and development for trade compliance staff to ensure ongoing education on compliance requirements.
- Manage reporting and documentation of compliance metrics, audits, and corrective actions for senior leadership.
- Develop and maintain relationships with key external stakeholders, including government agencies, customs brokers, and freight forwarders.
- Bachelor’s degree in International Business, Business Administration, Aerospace Engineering, International Supply Chain Management, or a related field.
- Minimum of 10 years of experience in trade compliance, with a record of building and sustaining a successful program.
- Proficiency in the Automated Commercial Environment (ACE) system for filing EEIs and running compliance reports.
- Strong understanding of ITAR, EAR, OFAC sanctions, and U.S. Customs laws and regulations.
- Extensive experience conducting internal audits and managing corrective actions across multiple sites.
- Experience working with legal teams on investigations, reporting potential violations, and addressing compliance risks.
- Ability to navigate and resolve complex trade compliance issues and provide strategic guidance to senior leadership.
- Excellent leadership and management skills, with experience overseeing and mentoring compliance teams.
- Strong communication skills to present complex compliance information to stakeholders at all levels.
- Detail-oriented with a proactive approach to identifying and addressing compliance issues.
- Ability to manage multiple tasks, prioritize effectively, and work in a fast-paced environment.
- Strong problem-solving and analytical skills.
- 50% annual travel first year, 30% annual travel after first year.
