English Language Learner (ELL) Program Teacher Consultant

The English Language Learner (ELL) Program Teacher consultant provides leadership, coordination, and support for the district's English Language Learner (ELL) Education programs. The teacher consultant ensures compliance with federal and state requirements, supports instructional staff, and directly provides instructional and language development services to multilingual learners. This position manages an assigned caseload of students, oversees WIDA assessment administration, and collaborates with teachers and families to promote academic success and equitable access for English Language Learners.

The teacher consultant also oversees and creates scheduling for all buildings and services for students.

Essential Duties and Responsibilities

  • Coordinate and monitor the district's English Learner (ELL) programs to ensure compliance with Title III, ESSA, and Michigan Department of Education (MDE) regulations.
  • Develop, implement, and evaluate ELL instructional programs, curricula, and assessments.
  • Manage a caseload of identified English Language Learner students and provide direct instructional services in English language development and academic support.
  • Collaborate with classroom teachers to design and deliver instruction that meets the linguistic and academic needs of ELL students.
  • Serve as the district teacher consultant for WIDA assessments (e.g., WIDA Screener, ACCESS for ELLs, and Alternate ACCESS), including test planning, training, administration, security, and reporting in compliance with state and federal guidelines.
  • Assess student progress and maintain accurate documentation and reports in accordance with MDE requirements.
  • Collect, analyze, and report ELL student data for federal, state, and district accountability.
  • Serve as liaison between schools, families, and community organizations supporting multilingual students.
  • Maintain current knowledge of federal, state, and local policies and best practices in ELL education.
  • Advocate for equitable services and family engagement for multilingual learners.
  • Oversee and create scheduling for all district buildings to ensure appropriate ELL are provided to students.
  • Represent the district at off-site meetings.

Qualifications

  • Bachelor's degree in Education, TESOL, Bilingual Education, or related field required.
  • Valid Michigan Teaching Certificate with English as a Second Language (NS) required.
  • Minimum of three (3) years of successful teaching experience, preferably with English Learners.
  • Experience in program coordination, compliance reporting, and professional development preferred.
  • Experience providing direct ELL instruction required.
  • Experience coordinating or administering state or federal language proficiency assessments preferred.
  • Fluency in English and at least one additional language spoken by the district's student population (preferred).
  • Strong understanding of federal and state laws governing ELL education.
  • Knowledge of WIDA assessment system, procedures, and reporting.
  • Demonstrated ability to plan and deliver differentiated instruction to multilingual learners.
  • Excellent organizational, leadership, and communication skills.
  • Knowledge of FERPA and student data privacy standards.
  • Ability to collect, analyze, and interpret student performance data.
  • Ability to establish positive working relationships with diverse students, staff, and families.
  • Ability to maintain regular, reliable, and on-site attendance consistent with district expectations and collective bargaining agreement provisions.

Working Conditions and Physical Requirements (ADA)

  • Physical Demands:
    While performing the duties of this job, the employee is regularly required to communicate effectively, both orally and in writing; use hands and fingers to operate standard office and instructional equipment; sit or stand for extended periods; and occasionally lift up to 25 pounds.
  • Mobility and Safety:
    The employee must be able to traverse school buildings, campuses, and district facilities to observe instruction, provide services, and attend meetings. The employee must also be able to lead and direct others in the event of an emergency, following established safety procedures.
  • Work Environment:
    The employee works in a standard office and school environment with moderate noise levels. The position requires frequent travel between district schools and occasional evening or weekend meetings.
