Position: Business Income Loss (BIL) (Departmental Specialist 13)
Location: Dimondale

The Business Income and Loss (BIL) Specialist serves as the department’s lead expert on BIL-related issues within the Individual Income Tax Technical (IITT) Unit, a highly specialized team within the Tax Policy Bureau. The Specialist provides advanced technical expertise on matters involving allocation and apportionment, combined apportionment elections, Michigan excess business losses (EBLs), Michigan net operating losses (NOLs), Internal Revenue Code (IRC) decoupling issues, and individual income tax filings impacted by marihuana-related expense subtractions.

The IITT Unit is a critical resource for the Individual Income Taxes Division, Direct Taxes Division, the Attorney General’s Office, and other internal and external stakeholders due to its deep subject-matter knowledge and technical proficiency.

Responsibilities
  • Serve as the Unit’s subject matter expert for individual income tax issues involving BIL related complexities.
  • Provide primary support for returns impacted by BIL issues and handle the most complex informal conferences.
  • Investigate, analyze, and provide guidance on highly complex inquiries related to BIL tax matters.
  • Act as a liaison with taxpayers, tax practitioners, internal Treasury staff, tax-related entities, and other government agencies.
  • Serve as the Unit’s liaison to the IIT taxing area, delivering internal training on complex tax topics, policy interpretation, and process/procedure implementation.
  • Review and interpret existing and proposed laws, policies, and procedures; provide recommendations and identify impacts to processes and procedures.
  • Serve as the point of contact for all litigation cases from the Direct Taxes Division and Attorney General’s Office related to these tax filings, representing the Department as a witness in court proceedings.

Education
  • Possession of a bachelor's degree in any major.
Experience
  • Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.
Location

Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position prior to being appointed. Relocation expenses are not reimbursed.

Hybrid Remote Work

This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. For remote work performance, this position requires a designated, secure, and appropriate workspace with reliable internet access (minimum 25 Mbps download, 5 Mbps upload). Remote work arrangements are subject to management approval and may be adjusted or discontinued at any time.

Special Requirements , Licenses, and Certifications
  • Equivalent combinations of nonprofessional experience, identified by the appointing authority and approved by Civil Service that are represented by subclass codes, will be accepted for classified, professional experience equivalent to the P11-level and above. The nonprofessional experience must be related to departmental programs and services that provide the required knowledge, skills, and abilities.
  • Certain positions may be assigned subclass codes and individuals appointed must possess the required specialized experience.
