Position: Program Analyst.
Location: Augusta

Duties

In concert with the Budget Analyst, incumbent develops the need for and maintains an awareness of available resources, and makes recommendations to Cemetery management regarding needs, distribution or redistribution of these resources. Administers budget for several fund control points. Incumbent serves as budget and financial advisor for the Executive Cemetery Director.

Manages procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Reviews financial reports to assure accuracy and compliance. Prepares and assembles charts, data, reports, narrative and statistical materials that are provided for justification for the budget. Performs collateral duties as a Cemetery Administration Specialist for satellite cemeteries, when needed.

Performs public outreach as needed.

Work Schedule & Requirements

Required to work Monday through Friday. May include occasional weekends. Staff required to work Memorial Day and Veteran's Day each year. Overtime, weekends and holidays may be required. Telework and remote work are not available.

Qualifications

To qualify for this position, applicants must meet specialized experience and time‑in‑grade requirements within 45 days of the closing date of this announcement, 07/23/2026.

Time‑In‑Grade Requirement
:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements within 45 days of the closing date. For a GS‑09 position, you must have served 52 weeks at the GS‑07.

Applicants may qualify for a GS‑09 position based on:

  • Specialized Experience
    :
    One year of specialized experience equivalent to at least the next lower grade GS‑07. Examples include performing analytical work, analyzing business needs for clients, communication and customer service skills, ability to run and monitor a project, and experience in gathering, analyzing, documenting and presenting data.
  • Education Substitute
    :
    To qualify based on education you must have a Master’s degree or two full years of progressively higher level graduate education leading to such a degree.
  • Combination
    :
    Applicants may combine education and experience to qualify. Must have a combination of specialized experience and education beyond the first 18 semester hours of graduate education earned.

Work is primarily sedentary and performed in an office environment.

Probation
