Basic duties and responsibilities for planning, executing, and controlling IT projects in accordance with established PMM/SEM methodologies. Lead collaboration between technical and business teams, manage vendors, and communicate project status to stakeholders.

• Utilize the State of Michigan’s Project Portfolio Management Tool (Clarity) to prepare project schedules, assign resources, and manage budgets.
• Prepare information for presentations geared to audiences ranging from executives to project team members.
• Monitor, control, and communicate project progress by actively managing cost, schedule, scope, resources, quality, and risks.
• Provide clear, timely, and accurate communications with stakeholders, including project sponsors, team members, program managers, and MGCB/DTMB management, on project status using appropriate methods.
• Provide leadership and foster collaborative participation between technical and business teams by obtaining consensus and gaining commitment.
• Develop and maintain key SUITE Project Management Methodology (PMM) deliverables throughout the project lifecycle, including:
  Project Charter, Project Schedule, Project Budget, Communication Plan, Project Status Report, Risk and Issue Management Plans, Change Requests, and Project Closedown Summary.
• Manage interfaces and communications with other agencies.
• Ensure the project adheres to the SUITE PMM and System Engineering Methodology (SEM), including appropriate transitions through lifecycle stages.
• Facilitate and enforce the Change Management process (Change Requests) with appropriate approvals before action is taken or information is updated.
• Create and implement Project Corrective Action Plans (CAP) when projects are in yellow or red status.
• Understand project benefits and the impact of change requests on business cases; ensure related artifacts are updated accordingly.
• Review and understand vendor contracts to actively manage vendor deliverables and adherence to approval procedures.
• Facilitate stakeholder interactions by clarifying expectations and ensuring deliverables are assigned, reviewed, and completed.

• In-depth knowledge of and experience in IT project management, including industry standards and best practices.
• 7 years of experience in delivering projects on time and on budget in a formal project manager role.
• Experience establishing and maintaining project budgets, schedules, change requests, and risk/issue logs.
• Experience developing and delivering project status reports.
• Experience using project portfolio management systems and tools (e.g., Clarity).
• Advanced working knowledge of MS Project.
• Experience handling a variety of stakeholders and system owners from other departments.
• Oversee technical teams with system architecture and integration across SaaS solutions.
• Experience providing project management services for IT projects involving Commercial Off the Shelf Technology (COTS).
• Experience managing a multi-vendor environment in a government environment.
• Developed and maintained detailed project integration schedules.
• Prior Developer/Senior Technical Project Management experience.
• Scrum Master Certification.
• System Security Plans (SSP).
• Plan of Action and Milestones (POAM).
• Possession of a Project Management Professional (PMP) Certification is highly desired.
