Location: West Olive

Under limited supervision, performs managerial and administrative duties to assist the Fiscal Services Director in directing and supervising the day-to-day operations of the Fiscal Services Department. Participates in the design, development and implementation of short- and long-range plans and strategies to ensure the availability of sufficient financial and capital resources to support demand for services, and to maintain the fiscal integrity of the County.

Participates in or leads the design, development and implementation of policies and practices to maintain industry best practices, safeguard county assets, and maintain world class customer service.

The essential functions of this position include, but are not limited to, the following:
  • Supervises staff as assigned by the Fiscal Services Director.
  • Acts on behalf of the Fiscal Services Director in his/her absence.
  • Provides oversight for managers, professional staff, and support staff in accordance with established County policies and procedures, Governmental Accounting Standards, and applicable statutes and regulations.
  • Responsible to maintain specific state, federal, and debt reporting requirements.
  • Performs special assignments as requested, to include researching and preparing reports, developing and implementing programs, and presenting technical data to management, elected officials, and others.
  • Coordinates the annual budget request and preparation process, including compilation of both operating and capital improvement budgets.
  • Prepares or directly supervises the preparation of grant reports. Establishes procedure to maintain compliance with grant requirements.
  • Prepares or directly supervises accounting work, including preparation of year-end adjustments, audit work papers, financial statements, notes, and statistical information.
  • Participates in the establishment, implementation, and revising of policies, standards, procedures and practices.
  • Embrace process review and initiate change using lean principles and methodology.
  • Designs, develops, implements and manages processes and systems for projecting, monitoring and analyzing budgetary expenditures.
  • Participates in the maintenance, development, testing, of purchased and custom financial software.
  • Participates in the hiring, terminating, evaluation, and discipline of all subordinate staff.
  • Identifies goals and objectives for self and subordinate staff and provides access to training and development opportunities to facilitate professional and personal growth.
  • Performs other functions as assigned.
Required Knowledge and

Skills:
  • Thorough working knowledge of budgetary and governmental auditing processes, principles and practices.
  • Thorough working knowledge of the theory and practices of public administration and public finance.
  • Thorough knowledge of statutory and other legally mandated standards governing public sector accounting and auditing practices and financial accountability, including GAAP and GASB, as well as OMB A-87 and A-133.
  • Computer literacy, including thorough working knowledge of spreadsheet, presentation, database, accounting and budget management applications software.
  • Good organizational, managerial and supervisory skills.
  • Excellent verbal and written communications skills.
  • Excellent interpersonal and human relations skills.
  • Ability to interact positively and objectively with elected officials, managers, supervisors and employees from a wide range of cultural and socio-economic backgrounds.
Required Education, Training and

Experience:

Bachelor's degree from an accredited institution in Public Administration, Public Finance, Business Administration, Accounting or other relevant field combined with five (5) years professional experience in budget administration and/or public finance, including two (2) years of supervisory experience, or an equivalent combination of education and experience.

Licenses and

Certifications:

Certified Public Accountant (CPA) designation strongly preferred.
