POSITION SUMMARY
The Assistant Housing Director is responsible for performing a wide range of complex administrative functions related to finance, accounting, grants, marketing and promotion of services, staffing, and developing and maintaining effective operations. The Assistant Housing Director directly oversees the Resident Services Program, Home Ownership Program, Home Improvement Program (HIP), and the Weatherization and Sanitation Programs.
ESSENTIAL FUNCTIONS- Assist the Housing Director with planning and implementing the Housing Strategic Plan.
- Hire, train, supervise, and evaluate subordinate staff; manage office functions, staff relations, and workload for effective workflow and operations.
- Assist with formulation of policies and procedures for Housing operations, office management, and programs in accordance with tribal ordinances, federal regulations, and industry best practices, ensuring compliance with fair housing laws and regulations.
- Assist with grant administration, including identifying funding opportunities, writing and submitting grants, monitoring grant implementation and compliance, and preparing and submitting reports.
- Assist in developing contingency plans and protocols for responding to housing emergencies, natural disasters, and other crises, ensuring the safety and well‑being of residents during emergencies.
- Assist with financial administration, budget review, budget development, presentations and monitoring.
- Directly oversee the administration of various housing programs, including Resident Services, Home Ownership, Home Improvement Program (HIP), and Weatherization and Sanitation.
- Oversee program application processing, eligibility, and selection determinations.
- Coordinate and document housing inspections.
- Assist with ensuring program activities and services are compliant with federal regulations and NAHASDA Statute.
- Assist Housing Director with Tribal community planning and development, and perform operational, program, staffing and fiscal needs assessments, to sustain, promote, and grow programs and services.
- Provide annual and specialized program reports and presentations to the Housing Director, Housing Authority Commission, Utility Authority Commission, Tribal Administration, and funding agencies.
- Build and maintain positive relationships with tribal leaders, community members, government agencies, and housing stakeholders.
- Responsible for the administration of the entire Tribal Housing Division in the absence of the Housing Director.
Regular exposure to favorable conditions such as those found in a normal office. Position sedentary with primarily sitting / lifting of maximum of 10 pounds. Physical factors include constant sitting, use of near vision, typing, frequent use of hearing, near / midrange / far vision, depth perception, color / field of vision, bending, driving, occasional standing, walking, carrying / lifting, pushing / pulling, climbing, stooping, kneeling, crawling, reaching, manual handling, and use of smell.
Working conditions include frequent exposure to noise, vibration, air quality, occasional exposure to weather, extreme heat / cold and wet / humidity. Potential hazards include constant client contact and computer use.
Education: Bachelor's degree in Business Administration, Accounting, or a related field required. May accept five years equivalent combination of relevant education and experience in lieu of degree.
Experience: Minimum of five years of experience working with public or Indian housing programs, including three years related supervisory experience is required. Experience in housing management, affordable housing programs, property management, construction management, grant writing, contract administration, community outreach, stakeholder engagement, and collaboration with local organizations and residents preferred.
