Position OverviewThis position serves as a second-line professional manager of professional positions in a complex work area. The role provides leadership, direction, administration, and oversight of post‑secondary instruction and training in a vocational rehabilitation setting, including major educational, vocational rehabilitation, admissions, registrar, financial aid, and student support programs at Michigan Career and Technical Institute (MCTI). The manager directly supervises management and professional staff, ensuring that assigned programs operate effectively, efficiently, and in compliance with applicable state and federal laws, regulations, accreditation standards, and departmental policies.
Responsibilities- Oversee the development, implementation, evaluation, and continuous improvement of educational and student service programs designed to support student success, workforce readiness, and employment outcomes.
- Perform strategic planning, program evaluation and design, accreditation activities, fiscal oversight, resource allocation, and performance management.
- Work collaboratively with internal and external stakeholders to establish program goals, monitor outcomes, and implement initiatives that support MCTI’s mission and the strategic objectives of Michigan Rehabilitation Services (MRS).
- Serve as a key member of the MCTI leadership team and provide consultation and guidance to management staff regarding program administration, personnel management, regulatory compliance, budgeting, and operational effectiveness.
- Represent MCTI in interactions with employers, educational institutions, community organizations, accrediting agencies, governmental entities, and other stakeholders.
- Exercise sound judgment in managing complex programs, allocating resources, resolving operational issues, and developing solutions that support organizational goals and student success.
- Bachelor’s degree in any major.
- Four years of professional experience, including two years at the P11 level or one year at the 12 level.
- All classified employees are subject to Civil Service Rule 2‑8 Ethical Standards and Conduct, and are required to disclose any personal and financial interests that may conflict with official duties.
- All newly hired state employees must undergo a pre‑employment drug test and, for certain positions, a background check, including state criminal, fingerprint‑based, and driving record checks. Employment is conditional upon satisfactory results.
- The Department participates in E‑Verify and will furnish the federal government with required I‑9 information to confirm eligibility to work in the United States.
