WHAT IS THE OPPORTUNITY?

We are seeking a highly skilled Health & Safety Manager to lead and oversee the site’s health and safety programs across cement manufacturing, surface mining, maintenance, mobile equipment, contractor activities, and terminal operations, as applicable. This role is responsible for driving regulatory compliance, strengthening critical risk controls, and fostering a safety-first culture across a complex, integrated industrial operation.

The Health & Safety Manager partners closely with site leadership to develop, implement, and continuously improve systems that protect employees, contractors, and visitors. The role provides strategic and field-based leadership in hazard identification, risk assessment, training, incident investigation, contractor management, emergency preparedness, audit readiness, and performance improvement across multiple operating environments.

WHAT WILL YOU DO?

The Health & Safety Manager will be responsible for the following:

  • Develop, implement, and maintain site health and safety policies, procedures, and programs in compliance with applicable regulatory requirements and company standards, including OSHA, MSHA, and other relevant jurisdictional requirements.
  • Partner with site leadership to integrate health and safety into daily operations and long-term planning across cement manufacturing, quarry or surface mining activities, maintenance, mobile equipment, and terminal operations, as applicable.
  • Lead or support site critical risk programs, including energy isolation, confined space entry, hot work, work at heights, line breaking, machine guarding, contractor control, mobile equipment and pedestrian interaction.
  • Conduct or support regular field inspections, audits, and safety observations across operating areas, identify hazards and non-conformances, and ensure corrective actions are assigned, tracked, and verified to closure.
  • Lead or support the investigation of incidents, injuries, near misses, and high-potential events; facilitate root cause analysis; and partner with operations to implement effective corrective and preventive actions.
  • Oversee the coordination and execution of safety training and competency programs for employees, contractors, and visitors, ensuring understanding of site hazards, critical controls, emergency response expectations, and regulatory requirements.
  • Facilitate risk assessments, job hazard analyses, and pre-task planning processes for routine, non-routine, shutdown, and project work, ensuring hazards are identified and appropriate controls are established before work begins.
  • Oversee contractor safety processes, including prequalification support, onboarding, orientation, permit expectations, field verification, and review of contractor incidents and corrective actions.
  • Support safe execution of quarry or surface mining activities by addressing hazards related to mobile equipment, traffic management, ground conditions, working around excavation areas, and contractor activities, as applicable to the site.
  • Support safe terminal operations and marine interfaces, as applicable, including bulk material handling, loading and unloading activities, dockside hazards, traffic control, contractor coordination, and emergency preparedness for terminal-related incidents.
  • Oversee emergency preparedness and response programs, including fire protection, first aid, evacuation, spill response, and coordination with internal and external responders.
  • Promote a strong safety culture by engaging employees and leaders in observations, safety conversations, committees, risk reviews, and continuous improvement activities.
  • Partner with Corporate Health and Safety department to deploy company standards, support implementation of corporate safety initiatives, and provide input on site-specific risks, trends, gaps and improvement opportunities.
