IT Project Manager, Systems Analyst
Job Description
Plans, assigns, reviews, and coordinates the work of a team of IT professionals in the development, maintenance, and enhancement of automated informational systems and programs. Supervises the programming team for the assigned area. Performs other duties as assigned.

Responsibilities- Manages multiple information services projects. Plans, coordinates, and oversees projects.
- Develops priorities and schedules of assignments. Prepares estimates of project time and costs.
- Coordinates the work of project team members.
- Supervises IT professionals. Assigns and reviews the work of IT professionals. Supervises the development, testing, modification, and implementation of applications. Provides advice and guidance to team members. Participates in the performance review process for team employees.
- Designs and develops specifications for automated solutions to best meet users’ requirements. Confers with users. Conducts in-depth analysis of user systems, operations, procedures, and requests.
- Confers with the assigned area and others regarding requirements for informational services
- related to requests.
- Assembles and prepares reports of analysis of agency requests, system modifications, and project status. Analyzes system and program malfunctions. Develops specifications for programming
- solutions. Develops and documents procedures and instructions for operations personnel.
- Monitors and coordinates scheduled data loads, system interfaces, and integrations. Coordinates with Oracle Cloud support and vendor resources on system issues, patches, and quarterly updates. Collaborates with business owners in Human Resources, Finance, and other departments on ERP system needs.
- Performs other duties as assigned.
- Graduation from an accredited college or university with a bachelor’s degree.
- Six years of programming experience, which must include some experience in the Oracle environment.

Other combination of applicable education, training, and experience which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered.
- Knowledge of the principles and practices of computer programming.
- Knowledge of programming languages.
- Knowledge of the principles and practices of systems analysis.
- Skill in planning, documenting, coding, modifying, and implementing computer programs.
- Skill in documenting test conditions, creating test data, testing programs, and analyzing results.
- Skill in analyzing end user automation needs and requests.
- Skill in assessing the feasibility of automation solutions.
- Skill in troubleshooting program and production problems.
- Skill in serving as project leader for programming projects.
- Ability to establish and maintain effective working relationships.
- Ability to maintain confidential information.
- Knowledge of Oracle Cloud Fusion applications, including Human Capital Management (HCM) and/or Financials modules, and data loading tools such as HCM Data Loader (HDL).
- Knowledge of SQL and relational database concepts.
Persons appointed to this class may be required to work evenings, weekends, and beyond their normally scheduled hours with little or no advanced notice.
FLSA: Exempt
RETIREMENT: Eligible for the Baltimore County Employees’ Retirement System.
GRADE: OPE Grade 09
SALARY: $102,348 - $164,624
