Job Description

The Director of Pupil Personnel Services (PPS) is responsible for organizing, planning, directing, and supervising all student services, including but not limited to special education, guidance and counseling, nursing, home‑schooling, Title IX, Civil Rights, out‑of‑district placements, and 504 accommodations.

Key Responsibilities
  • Serves as a key member of the Middleborough Public Schools Leadership Team, reporting directly to the Superintendent of Schools
  • Coordinates the development, implementation, and evaluation of the overall Pupil Personnel Services program to ensure compliance with district goals and all state and federal regulations
  • Oversees all special education programming, including supervision and evaluation of building‑based Special Education Coordinators
  • Monitors the completion of student evaluations/re‑evaluations as well as the development and implementation of Individualized Education Programs (IEPs) for eligible students in accordance with state and federal requirements
  • Ensures the appropriate placement of students eligible for special education services in educational programs in accordance with accepted IEPs
  • Assists in preparing, administering, and monitoring the Special Education budget, using the current Department of Elementary and Secondary Education (DESE) funding criteria, including the development, submission, implementation, and monitoring of state, federal, and private grants that reflect the district’s needs and goals
  • Provides the Superintendent and Business Manager with regular updates on the changing variables in the budget relative to Special Education and other PPS programs
  • Prepares and completes required state reporting for special education programs (including State Performance Plan indicators) in accordance with established timelines set forth by DESE
  • Implements staff professional development (PD) programs designed to promote growth and ensure compliance with regulations
  • Supervises, evaluates, and provides oversight of the Family Resource Coordinator, the Director of Alternative Pathways, the Coordinator of Nursing, and district‑wide related services providers (OT, PT), BCBA, RBTs, and APE, in conjunction with Building Principals
  • Recruits, screens, and recommends staff members for the various positions within the PPS Department, in conjunction with Building Principals
  • Serves as the McKinney‑Vento Homeless Liaison and Foster Care Point of Contact for the district
  • Ensures that children and youth in homeless and foster care situations are identified by school personnel and served through coordination activities with other local entities and agencies, so they have a full and equal opportunity to succeed in school and so that their parents, guardians, and caregivers are informed of educational and related opportunities available to their children
  • Conducts Best Interest Determination (BID) meetings and works collaboratively with other LEAs and the Department of Children and Families (DCF) to ensure positive student outcomes
  • Serves as the Civil Rights Coordinator and Bullying/Harassment Coordinator for the district, which includes Title VI, Title IX, and Section 504
  • Develops, continually revises, and ensures the implementation of consistent Special Education and Section 504 procedures for the district, including providing ongoing training and support to district staff regarding Special Education and Section 504 regulations
  • Collects and maintains all Section 504 data (504 plans, lists of eligible students, discipline records) for future reference
  • Coordinates the DESE Integrated Monitoring Review (IMR) process for Special Education and Civil Rights
  • Oversees the Home/Hospital Tutoring program
  • Oversees coordination of Special Education transportation and transportation provided under McKinney‑Vento
  • Attends and participates in meetings of the Special Education Parent Advisory Committee (SEPAC), including providing an annual overview of Parents’ Rights
