Field Unit Local Authority; FUL Tractor Operator

Summary

You will serve as a Field Unit Local Hiring Authority (FUL) Tractor Operator for the Facilities Division.

• Operates farm‑type tractors and towed or attached equipment on steep hills or in rough terrain where there is a significant danger of overturning the tractor or equipment.
• Performs contour plowing, planting, mowing on steep hills, building erosion control dams, and operating equipment for earthmoving projects to close tolerances.
• Operates towed or attached equipment from the seat of the tractor through hydraulic or mechanical controls, including making multiple mechanical and hydraulic connections and equipment adjustments.
• Operates equipment powered by direct drive or a power takeoff, such as mowers, aerators, plows, harrows, chippers, sprayers, disks, post‑hole diggers, front‑end loaders, movable dozer blades, and backhoes.
• Performs daily preventative maintenance and repairs, including replacing belts, chains and cables, oil and filter changes, battery checks, safety inspections, and other servicing.

• Must be a U.S. Citizen or U.S. National; appointment subject to background investigation and satisfactory adjudication.
• Must have a valid driver’s license and submit a Motor Vehicle Operator’s License and Driving Record.
• Must hold a valid Commercial Driver’s License (CDL) with a Class A endorsement of End of Day (EOD) and maintain it throughout employment.
• Must be able to lift 50 pounds and pass pre‑employment and random drug testing.
• Must be able to obtain and maintain a government credit card with travel and purchase authority.
• Must pass the E‑Verify employment verification check.
• Must serve a 1‑year probationary period assessed on performance and public‑interest criteria.
• Must be eligible under the Field Unit Local Hiring Authority (reside within 65 miles of 91 Bartlett Park Road, Middlesboro KY).

Duty station: 91 Bartlett Park Road, Middlesboro, Kentucky 40965. The local commuting area extends 65 miles from the duty station.

Frequent arm and leg movements are required to operate the tractor and manipulate equipment controls in difficult terrain. Work is performed outside and often on steep slopes or rough terrain, exposing the incumbent to risk of injury from falls or overturned tractors and equipment. The working conditions are consistent with a grade 7 level in the job grading standard.
