Job Description
One-Stop Operator Exempt SALARY: $65,000/Year Scope of Position:
Ensure seamless coordination of workforce services across Middlesex American Job Center, overseeing operational efficiency, partner collaboration, and compliance with workforce system requirements. Responsible for Partner Engagement, Policies and Procedures, Performance, Professional Development, and Public Branding. Ensure the efficient, effective, and fully integrated delivery of workforce services through collaboration with mandated partners, funding streams, and community stakeholders. Responsible for directing and coordinating all functions and operations of the One-Stop Center in alignment with federal, state, and local workforce development strategies.
Provide leadership, oversight, and strategic direction to staff and partner agencies. Promote seamless service delivery to jobseekers, businesses, and community partners. Function as a key liaison to the fiscal agent and partner organizations while maintaining high standards of customer service, operational excellence, and performance accountability.
Essential Functions:
- Direct and coordinate all functions and daily operations of the One-Stop Center site in alignment with federal, state, and local workforce strategic plans
- Provide vision, leadership, and functional supervision to staff and co-located partner agencies to ensure integrated, high-quality service delivery
- Promote cross-functional teams across funding streams, collective bargaining agreements, and governmental regulations
- Provide recommendations to improve referrals, enrollments, and service delivery through best practices and continuous improvement initiatives
- Participate in local, regional, and statewide workforce system work groups
- Establish and maintain effective working relationships with WIOA, TANF, and other mandated partners, as well as community organizations, elected officials, employers, unions, educators, and public/private agencies
- Coordinate and lead partner meetings and One-Stop committee meetings to address operational and service delivery needs
- Support development and implementation of Memorandums of Understanding (MOUs) and Infrastructure Funding Agreements (IFAs)
- Lead employer engagement and business services initiatives to meet local workforce and economic development needs
- Participate in public relations activities and community outreach to promote awareness and utilization of One-Stop Center services
- Manage and monitor customer experience initiatives, surveys, and feedback to inform decision-making
- Develop ongoing professional development programs for staff based on need and feedback
- Establish and enforce operational policies related to office hours, confidentiality, health and safety and emergency preparedness
- Ensure compliance with all federal, state, and local workforce regulations, policies, and certification requirements

Education and Experience Requirements:
- Bachelor’s degree preferred, or equivalent experience
- Demonstrated experience managing people, facilities, and multi-partner environments
- Experience building and sustaining partnerships and coalitions across diverse stakeholder groups
- Strong leadership skills with the ability to operate effectively in complex, multi-stakeholder environments with evolving priorities
- Excellent communication, presentation, analytical, and interpersonal skills
- Proficiency in Microsoft Office and related computer systems
- Valid driver’s license and vehicle are required
