IPP Compliance Investigator – Middlesex County Utilities Authority.

Conduct sampling and inspections, review reports and laboratory analyses, and prepare compliance documentation, administrative orders, and penalty notices to ensure commercial and industrial users comply with MCUA Industrial Pretreatment Program (IPP) requirements, USEPA and NJDEP regulations.

Essential Duties & Responsibilities

Conduct sampling and inspections at the MCUA Central Treatment Plant and commercial/industrial facilities in accordance with MCUA IPP, USEPA, and NJDEP requirements. Review self-monitoring reports, laboratory analyses, permits, and compliance documentation; assess data validity and compliance. Advise management regarding compliance issues and assist with administrative orders, notices of violation, civil administrative penalty assessments, directives, and other enforcement documents. Provide guidance to users regarding MCUA IPP rules, regulations, and policies.

Install, operate, maintain, and remove sampling equipment. Prepare legal/regulatory documentation and testify or serve as a witness regarding IPP enforcement. Maintain IPP databases, records, files, reports, and related documentation; compile periodic reports.

Qualifications

Bachelor’s degree in chemistry, biology, environmental science, related science, or engineering, plus two years of laboratory/related experience; or an Associate’s degree in a related science plus four years of related experience/training in industrial pretreatment or related operations. Must be able to interpret scientific, technical, laboratory, and regulatory information; prepare reports and correspondence; perform basic algebra, geometry, and calculations; analyze problems and draw valid conclusions.

Knowledge of USEPA Categorical Pretreatment Standards, NJDEP regulations, sampling and sample preservation procedures, and related safety requirements. Proficiency with Microsoft Office, IPP software, and computer equipment required. Must work effectively with coworkers, industrial personnel, and regulatory officials and use required PPE, including respiratory protection. Must be able to learn and operate new technology and equipment.

Licenses & Certifications

Valid driver’s license and ability to meet Authority insurance requirements. Must obtain the Pretreatment Facility Inspection Certificate from California State University, Sacramento, Office of Water Programs within one year of employment. Preferred: NJDEP N-1 or higher Industrial Wastewater Treatment Operator license.
