Description

This is a standard position description for use in an environmental program in which the application of scientific or engineering and technical principals are used. Under administrative direction the incumbent fulfills the mission of the department/agency via supervising, planning, directing, and coordinating activities of workers engaged in environmental protection projects.

An employee in this class practices the environmental protection and optimum use of air, land, and water resources as well as the management of urban development, which leads to an improvement in the health and wellbeing of people and the environments.

Duties and Responsibilities

DUTIES (NOT ALL INCLUSIVE):

  • Develops an environmental program Work Plan for the implementation of federal and/or local regulations on the protection of the Territory's air, land and/or water resources.
  • Participates in and maintains supervisory control over the technical and managerial aspects of environmental protection activities, such as air pollution, water resources, water supply, solid waste disposal, waste water collection and treatment, general environmental sanitation, housing, industrial hygiene, institutional hygiene, ionizing radiation, rural and recreational sanitation, shellfish sanitation, swimming pools and bathing beaches, and food and milk control.
  • Supervises program staff, including environmental engineers, environmental specialist, and other professionals and clerical personnel in environmental protection activities.
  • Analyzes data on program effectiveness and prepares report for management and the United States Environmental Protection Agency that reflect assessment of program.
  • Reviews for approval/disapproval all correspondences, and expenditure request forms for travel and purchases.
  • Chairs all program staff meetings.
  • Writes grants proposals for Special Projects Grants offered by the U.S. Environmental Protection Age.
  • Advises the Director on policy, programmatic and personnel decisions.
  • Provides technical assistance and advice to the public, public officials, industrialist, architects, consulting engineers and operators of water systems, wastewater treatment plants, and/or landfills.
  • Assists in the development and presentation of information to be used as evidence in legal action.
  • Performs other related duties as required.
Minimum Qualifications

A Master's Degree from an accredited college or university in, Environmental Science, Environment.al Engineering, Environmental Health, Public Health, Biology or related field, or a field of engineering closely related to Environmental Engineering, and two (2) years' experience working with federal programs.

OR

A Bachelor of Science Degree from an accredited college or university in all of the above studies, and four (4) years' experience working with environmental programs.

OR

Environmental Engineering III for two (2) years or Environmental Specialist III for four (4) years' experience working with environmental programs.

  • FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION:
    • Considerable knowledge of federal programs, generally and specifically programs of the U.S. Environmental Protection Agency.
    • Considerable knowledge of the principles of natural science as it relates to environmental control, and its natural habits and/or knowledge of the application of engineering principles to environmental protection.
    • Considerable knowledge of programs and projects implementation requirements.
    • Ability to establish procedures and schedules.
    • Ability to supervise and direct effectively the work of others; to relate the work of his/her program to overall department objectives ability to deal tactfully with the public and other professionals, ability to use good judgment, initiatives, and resourcefulness, and to present and interpret ideas clearly, both orally and in reports and correspondence.
    • Ability to analyze programs and projects for feasibility and efficiency.
    • Ability to interpret federal regulations and requirements to benefit local needs.
  • FACTOR 2 - SUPERVISORY CONTROLS: Supervision is received from a higher-level officer. The incumbent is expected to plan own work, and with minimum supervision. Work is reviewed by an administrative supervisor for the attainment of overall objectives of the assigned programs.
  • FACTOR 3 - GUIDELINE: Guidelines include territorial and federal laws and regulations in addition to departmental policies procedures, executive orders, engineering manuals, publications and accepted professional practices. The incumbent is required to apply guidelines to new and unusual situations.
  • FACTOR 4 - COMPLEXITY: This is complex environmental engineering assignments where the employee proceeds independently in accomplishing objectives of the assigned programs. The incumbent is responsible for supervising, planning, and coordinating the activities of employees engaged in environmental projects.
