Job Title
The primary purpose of this position is to perform inspection, review and enforcement duties in administering the Connecticut Public Health Code and other related health, environmental statutes, regulations and ordinances.
Essential Duties and ResponsibilitiesThe following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Interprets, enforces and administers the Connecticut Public Health Code and related health and environmental statutes, regulations and ordinances.
- Performs a variety of inspections including Food Service inspections, health facility inspections, septic system installation inspections, school inspections, bathing area inspections, public pool inspections, Day Care facility inspections, and underground fuel oil tank removal inspections.
- Investigates nuisance complaints regarding animals, garbage, solid waste, hazardous waste, oil spills, septic overflows and other environmental concerns. Responds to emergency situations, is subject to call for emergency responses after hours. May assists in special housing placements.
- Conducts soil tests; interprets water test results; monitors standpipes; collects samples from wells, bathing areas, pools, surface water, solid materials, food and foreign materials; verifies well permit locations; identifies ticks; monitors for West Nile Virus. Monitors noise meter readings. Delivers lab samples.
- Reviews plans for septic systems, site plans for restaurants and houses; reviews demolition procedures and permits. Reviews well abandonment permits. Organizes, monitors and reviews lead abatement and asbestos removal plans.
- Conducts seminars to provide education on sanitation, health codes and other issues.
- May be required to inspect dwellings, houses, elderly facilities, public and commercial housing and other buildings and structures; inspects plumbing components, electrical wiring and carpentry; conducts fire hazard inspections. Reviews a variety of plans including housing plans; reviews demolition procedures, permits and blueprints.
- May receive complaints of housing code violations, investigates complaints and direct corrective action as needed. Enforces housing codes, statutes and laws; issue notice of violations, legal orders, arrest warrants and condemnation orders; makes judgment on housing violations; meets with prosecutors, attorney's and city agencies regarding active litigation. Licenses Room Houses; places placards on dwelling units unfit for human occupancy.
- May act as Fire Marshal in one and two family houses where other Fire Marshal has no jurisdiction. Organizes and monitors lead abatement plans. May coordinate with other City departments and assist with technical problems with building and fire officials.
- May provide referrals to health and safety groups and programs, community and public agencies.
- Prepares a variety of reports and correspondence
- Performs other related functions as assigned or required.
Bachelor's degree in Public Health or a related field with one year of inspection/enforcement experience or any combination of education and experience that provides equivalent knowledge, skills and abilities. Position requires Phase 1 and 2 Septic System Inspector Certification, Food Service Inspector and Lead Inspector Certifications. Experience in construction and or trades highly desirable. Valid Connecticut Driver's License Required.
