- Direct business operations and the business staff of the Bureau within the Division of State Police.
- Coordinate, plan, and direct all aspects of the Bureau’s business activities and operations, including criminal history records management, identification systems, public records processing, and statutory compliance functions.
- Formulate Bureau objectives in collaboration with technology stakeholders, ensuring alignment between business needs, legal requirements, and the department’s technology roadmap and multi‑year business plan.
- Collaborate with the BITS customer success manager to investigate and recommend new information technology systems that support operational needs, records management functions, and legal compliance obligations.
- Oversee the operation, integrity, and performance of agency databases and records systems related to criminal history information, identification, and public records, ensuring data accuracy, system reliability, and compliance with state and federal standards.
- Ensure FBI Criminal Justice Information Services (CJIS) Security Policy implementation and enforcement, and confirm all systems and processes comply with applicable state and federal laws governing criminal justice information and data privacy.
- Participate in the development of department strategic plans and provide business and technical input into multi‑year technology plans, including initiatives related to records management, data integration, and statutory compliance efforts such as Clean Slate.
- Ensure units operate cohesively and efficiently with a strong emphasis on system integration, data accuracy, and compliance with federal and state standards, ensuring timely and accurate processing of requests for police reports, criminal history records, and other sensitive materials.
- Monitor outside vendors and grant funding to ensure system integration and performance, holding vendors accountable for compliance with contractual, operational, and legal requirements.
- Ensure new technology adheres to the National Information Exchange Model (NIEM) and state law enforcement message switch standards.
- Collaborate with other agencies and stakeholders on the National Criminal History Improvement Program (NCHIP) grant.
- Work in close collaboration with the Legal Affairs Unit to ensure consistent, legally compliant policies, procedures, and decision‑making related to records management, disclosure, retention, and statutory obligations.
- Provide leadership and oversight for high‑volume operational units, ensuring efficient processing of public records and criminal justice information requests while maintaining strict confidentiality and security protocols.
- Supervise staff and unit supervisors, establish performance expectations, and ensure a high level of accountability, professionalism, and service delivery.
- Report to Connecticut State Police Command Staff and provide briefings, recommendations, and updates on operational, compliance, and strategic matters.
Incumbents must possess and retain the appropriate background clearance relevant to the position.
LocationThis is a full‑time, onsite position located in Middletown, CT.
Qualifications- 9 years of professional experience in data science, management analysis, systems analysis, planning, research, or a related field.
- 2 years of the general experience must have been in a supervisory capacity.
- College training may be substituted for general experience: 15 semester hours equal one‑half year of experience, up to four years for a bachelor’s degree.
