- Designs and/or directs implementation and monitoring of a quality assurance and/or risk management program to comply with some or all of the following requirements as applicable to the practice setting:
- regional quality assurance plans
- JCAHO standards
- American Correctional Association standards
- other accreditation bodies requirements;
- Formulates program goals and objectives;
- Interprets and administers pertinent laws and regulations;
- Evaluates and trains facility staff;
- Other related duties.
DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
The Whiting Forensic Hospital (WFH) specializes in providing inpatient services to individuals involved in the criminal justice system. The hospital consists of 91 maximum security beds and 138 enhanced security beds. Services are provided to individuals who are admitted under the following categories:
Psychiatric Security Review Board commitment, Criminal court order for restoration of competency to stand trial, Civil commitment (voluntary or involuntary) and Transfer from the Department of Correction (during period of incarceration or at end of sentence). Discharge options are dependent on legal status and the purpose of admission.
- A comprehensive medical examination, including a drug screening, will be required of all applicants upon a conditional offer of employment.
- All state employees must adhere to Connecticut's Policy for a Drug Free Workplace.
In a state facility this class is accountable for directing, developing and implementing an organized program of quality assurance in accordance with national standards and accreditation requirements and/or regional and state quality assurance plans.

- Interprets and administers pertinent laws and regulations;
- Evaluates and trains facility staff;
- Maintains contact with individuals within and outside of facility who might impact on program activities;
- Prepares reports and correspondence;
- Develops procedures to implement quality assurance programs;
- Assists in development of regional Quality Assurance plan;
- Conducts on-going reviews of facility programs;
- Identifies problem areas in facility programs, recommends solutions and monitors corrective action;
- Provides consultation services to administrative and other professional staff regarding quality assurance programs;
- Chairs and/or participates on various committees and task forces;
- Evaluates, revises and drafts relevant policy;
- Directs survey participation activities and maintains continuous compliance with regulatory bodies;
- Develops data management and data presentation strategies;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
- Considerable knowledge of
- relevant state and federal laws, statutes and regulations;
- applicable survey standards and practices;
- principles of modern psychiatric hospital or juvenile justice facility administration;
- classification and treatment of mental illness;
- research methods and statistical analysis;
- Knowledge of
- and ability to apply management principles and practices;
- principles and practices of community psychiatry and/or community corrections;
- Considerable interpersonal skills;
- oral and written communication skills;
- Computer skills.
Eight (8) years of professional experience in a behavioral health facility, system or research environment.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCEOne (1) year of the General Experience must have been in a professional capacity in a behavioral health quality assurance program.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED- College training in the field of nursing, psychology, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
