Introduction

The Office of Planning, Research, and Reentry oversees prison education, coordinates prisoner reentry initiatives, leads the Department’s data collection and analysis efforts, facilitates strategic planning, oversees accreditation and compliance, Department policy, research requests, and provides project and grant management for multi-bureau initiatives. The Office works closely with the Department of Education, Prison Education to provide academic resources for incarcerated students in all four Level V facilities and students receiving special education services in Level IV and Level V facilities.

Incarcerated students are provided with educational offerings focused on academics, vocational training, and life skills to prepare them for a successful reentry into their communities.

Summary Statement

The Delaware Department of Correction is seeking an exceptional and highly motivated individual to join the Office of Planning, Research, and Reentry, Prison Education team as an Academics Program Manager. The Academic Program Manager will be responsible for carrying out a variety of duties relating to Prison Education including liaising with DOE facility staff, DOC facility leadership, contracted vendors, secondary education providers, and vocational training providers.

This position reports to the Chief of Planning, Research, and Reentry and is primarily located in the Departments Administration Building in Dover with 40% of time spent in the state’s four Level V prisons.

  • Experience in working in criminal justice agencies.
Preferred Qualification
  • Experience in presenting training or education courses using a variety of training methods such as lecture, e‑training, structured exercises, role play, or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts, or videos.
  • Experience in leading a taskforce, professional committee, or an implementation team relating to criminal justice or human services.
  • Experience in coordinating initiatives with multiple agencies or organizations.
  • Knowledge of special education services.
Essential Functions

  • Work collaboratively with education instructors and other administrators; maintain effective communication channels and relationships. Collaboration and communication are crucial to the success of the Prison Education Program.
  • Review classification and attendance to ensure accuracy of data and adherence to DOC and DOE policies and procedures.
  • Serve as the liaison with facility and DOE staff to ensure fair, equitable, and consistent application of DOC policies and procedures across all facilities.
  • Collaborate with DOE staff to curate supplemental education content and pathways on the DOC issued tablets that enhance classroom learning and provide other enrichment opportunities.
  • Participate in facilitating the information technology needs required to deliver instruction in Level V facilities and partner with DOE and other secondary educational institutions as needed.
  • Participate in all meetings as required.
  • Perform related duties as assigned.
Job Requirements
  • Possession of a Bachelors degree or higher.
  • Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives.
