Summary Statement

The Family Court Liaisons provide a central point of contact and expertise for the Department of Services for Children, Youth and Their Families (DSCYF) when Family Court interfaces with the three DSCYF service divisions. The goal of the liaisons is to effectively represent DSCYF in criminal and civil court proceedings and to support positive outcomes for all participants. They present recommendations in one voice, providing the department perspective and information about youth’s community behavior and treatment services.

The liaisons are often the first DSCYF point of contact for families when youth become involved in the juvenile justice system.

Essential Functions
  • Advocate for clients and their families and assist them in obtaining needed services.
  • Interview clients, family members, and professionals to gather personal, social, and background information and help formulate a clear description of the client and family’s problems.
  • Identify key forces maintaining problems, discover available resources and strengths, and identify barriers to resolution.
  • Determine eligibility for social service programs offered by the agency or available in the community.
  • Collaborate to develop and implement service/treatment plans, outlining goals, methods, and anticipated results, and help clients obtain community, social, and/or therapeutic services.
  • Conduct individual and group counseling sessions to aid in achieving satisfactory social development and adjustment.
  • Assess progress toward goals and make recommendations on plans such as reclassification, discharge, aftercare, or emergency protective placement.
  • Prepare social histories, progress reports, evaluation and discharge summaries, court reports, or petitions, and maintain related records.
  • Enforce court orders and conditions of community supervision, attend court hearings, and present progress reports.
  • Intervene in crisis situations such as potential suicides, assault, or sexual abuse, coordinating with law enforcement and emergency staff when needed.
  • Perform emergency duties, including being on call for assigned times.
Job Requirements

Professional health or human service work experience includes determining eligibility for community resources, assisting clients and families to obtain services, addressing family conflict, engaging crisis resolution, and evaluating progress toward goals.

Qualifications
  • At least one of the following educational and experience combinations:
  • Three years’ experience in professional health or human service work.
  • An associate’s degree and two years’ experience in professional health or human service work.
  • A bachelor’s degree or higher.
  • One year of experience in health or human services focusing on safety and welfare of families, including identifying issues, barriers and goals; determining eligibility and obtaining needed services; resolving family conflict; and assessing progress.
  • Two years’ experience in case management, including assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet individual human service needs.
