The Supervisor Distribution Operations leads and manages Rhode Island Energy's (RIE) Construction Management functions throughout the lifecycle of a project. Responsible for ensuring projects are planned, designed, constructed, and commissioned in a manner consistent with RIE's specified policies and procedures.
Responsibilities- Responsible for field leadership and oversight of all contracted construction work; ensuring safe completion of the defined scope of work on budget, on schedule, and to the quality levels specified in the contracts.
- Manages or self‑performs activities and tasks to successfully contract out RIE work including outage planning, outage submission, permit & tag, switching, construction scope of work, managing contractor crews, and verifying material delivery.
- Participates in the review and award of construction proposals with RIE Sourcing; understands the terms and conditions in contracts and manages construction contractors to terms and conditions.
- Reviews and approves construction change orders for work not in scope, or changes to scope of work. Participates in claims dispute and resolution sessions. Verifies contractor invoices, ensuring work invoiced has been completed.
- Manages or self‑performs constructability assessments during conceptual design and engineering phase of a project, including identifying physical site requirements, access roads, laydown areas, pad sizes, equipment parameters, cost estimates, outage planning, construction sequencing, risk assessment, and scheduling.
- Reviews deliverables from Siting, Real Estate, Permitting, Procurement, and Engineering groups to ensure concurrence with the construction plan associated with the project.
- Works with project team to develop and implement corrective actions when safety, schedule, scope, or cost impacts are forecasted or experienced.
- Ensures RIE contractors have approved work plans and fully understand the scope and requirements for performing work, including safety briefings, job walk‑downs, and job site assessments.
- Supervises and conducts contractor briefings in accordance with GSP 19.
- Ensures completeness and quality of construction workmanship before accepting the finished product, and manages Construction Quality and Asset Commissioning functions of a project.
- Provides regular project status, feedback, and critical‑path items to RIE Construction Management, Engineering, and Project Management Groups.
- Maintains working knowledge of industry construction best practices and applications at RIE.
- Ability to travel throughout the RIE service territory; this is a regional‑based position.
- Performs in‑person supervision of employees to ensure compliance with FLSA wage and hour issues and monitors compliance with safety rules.
- Includes all positions where driving is an essential function of the job in safety‑sensitive classification.
- May be assigned a RIE emergency and storm role, which may require working after‑hours or outside normal schedule during emergencies.
Bachelor's degree or comparable degree with 5 years of relevant experience, or an equivalent combination of education and experience.
Required Experience- 2+ years of experience in construction, operations, or maintenance.
