Job SummaryThe Field Contract Administrator (FCA) supports the safe and effective execution of contractor work at the Larkin Site. The FCA is a designated and authorized Safe Work Permit (SWP) Issuer for the Larkin Site and is responsible for executing work authorization activities in accordance with site and corporate Permit to Work requirements. This position is field‑focused and requires a strong on‑site presence to support contractor safety, operational discipline, and effective execution of work.
PrimaryDuties & Responsibilities Safe Work Permitting and Work Authorization (Primary Responsibility)
- Serve as a designated and authorized Safe Work Permit (SWP) Issuer for the Larkin Site.
- Determine permit applicability for contractor and assigned maintenance activities and ensure all required permits are issued prior to work commencement.
- Issue, suspend, reauthorize, and close Safe Work Permits in accordance with site and corporate Permit to Work requirements.
- Lead pre‑job field walk‑downs and job readiness reviews to validate scope, identify area hazards, confirm controls, and authorize work.
- Review contractor Job Safety Analyses (JSAs) / Task Risk Analyses for completeness and adequacy prior to issuing permits.
- Coordinate and verify all required companion permits (e.g., isolation of energy, hot work, confined space, work at heights, excavation, critical lifts).
- Provide active field oversight of permitted work, including audits and verification that permit conditions are being followed.
- Initiate stop‑work actions and escalation to site leadership when conditions change, scope deviates, or controls are inadequate.
- Ensure accurate documentation, record retention, and closeout of all permits and associated field reviews.
- Provide guidance to contractors and site partners on safe work permitting expectations and requirements.
- Serve as a key field point of contact between contractors and site operations for assigned work areas.
- Review and understand scopes of work; verify work execution aligns with contract documents, site standards, and approved scope.
- Participate in pre‑job planning activities, including package preparation, job readiness reviews, and pre‑job meetings.
- Monitor contractor performance related to safety, quality, cost, and schedule, and document changes or deviations from scope.
- Maintain daily field presence to observe work execution, coordinate activities, and resolve field‑level issues.
- Assist the Site Contract Administrator with contract issue resolution, claims support, and post‑job performance feedback.
- Support coordination of contractor‑performed preventive and corrective maintenance activities with site maintenance and operations partners.
- Support maintenance job planning and execution by confirming readiness, access, permitting, and contractor alignment.
- Perform limited hands‑on maintenance activities as assigned and qualified (e.g., minor repairs, verification checks, troubleshooting support).
- Communicate maintenance status, issues, and completion to appropriate stakeholders.
- Ensure contractor work complies with applicable regulatory requirements, site safety standards, and environmental expectations.
- Conduct routine field audits, safety observations, workplace inspections, and track findings to closure.
- Verify contractor tools, equipment, and temporary installations are safe and suitable for site use.
- Participate in incident investigations and follow‑up actions related to contractor work.
