Scope of Work
Helps develop and execute internal and external communication strategies to project the values, goals, and positive image of the City. Will serve primarily as a content producer, specifically making short reels/videos. Will be called on to do some graphic work and department work for events around Midland.
EssentialJob Duties
- Creates content – announcements and social media – by gathering information from city departments.
- Serves as a contact person within the City for the media, residents and other agencies.
- Be comfortable working in front of the camera or behind the scenes.
- Markets the City and its departments through social media, community brochures, publications and recruiting packets.
- Performs a variety of special assignments in support of the city as needed.
- Facilitates public events, such as town halls, ribbon-cuttings and Police and Fire Department outreach events.
- Manages internal communication initiatives in conjunction with IT and HR departments.
- Coordinates the City web page information with IT.
- Communicates directly with citizens and Council Members on goals and objectives of the City.
- Types/creates documents, graphics and presentations as needed.
- Actively participates in strategic and task‑specific communication plan.
May work irregular hours in inclement weather including weekends, holidays, and extended hours in emergencies, disasters, or other situations demanding the presence of the Communications officer and/or Social Media manager. Must be able to communicate clearly under what, at times, could be highly stressful situations. Ability to sit, stand, walk, and drive a vehicle to and from various work sites.
Required ContactsCommunicates with other departments within the City, other employees within the workgroup, as well as city council, citizens, outside agencies and various boards and commissions.
Knowledge, Abilities and SkillsKnowledge of administrative directives of the City of Midland. Knowledge of pertinent Federal, State, and local laws, codes, and regulations, interprets and applies as necessary. Knowledge of the geography of the city and surrounding vicinity. Must have strong organizational skills and be able to communicate effectively both orally and in writing. Ability to write and speak Spanish is preferred. Skills to plan, organize and manage time effectively.
Ability to work independently in the absence of supervision. Skilled in the use of software programs including Microsoft Word, Excel, Power Point, Adobe Suite software and knowledge of basic HTML.
Bachelor's Degree in Marketing, Communication, or related field plus three to five years of experience preferred. Valid Texas driver's license required.
