Required Qualifications
  • Master’s degree, Texas certification in Special Education and Mid-Management with at least five years administrative experience preferred; and quantifiable and clear experience improving student achievement.
General Responsibilities
  • Support LEAs through the coordination of data analysis and implementation of targeted strategies that will have an immediate impact for serving students with disabilities.
  • Assist LEAs with the alignment of general and special education programs and services to ensure the advancement of the achievement of students with disabilities.
  • Plan, develop, conduct, and/or facilitate staff development designed to raise the level of student achievement in Region 18 LEAs.
  • Assist with compiling, analyzing, and/or interpreting data, such as student performance in relation to state standards and program evaluation, to attain program excellence.
  • Secure the aid of resource persons and consultants to supplement and enrich programs of local schools.
  • Assist with the development of procedures for evaluating the effectiveness of service center programs and recommend modifications as needed to attain ESC goals.
  • Keep abreast of current instructional practices and techniques, professional literature, and state and federal regulations related to job responsibilities.
  • Acquire, develop, and demonstrate new skills by participating in professional growth activities in cross-functioning teams.
  • Maintain open communication and confidentiality in accordance with the Texas Professional Standards of Ethics.
  • Assist LEAs with enriching and improving student performance, effectively using elements of the planning process which include assessment, goal setting, objective development, resources, identification, timeline establishment, and evaluation design.
  • Exhibit a professional demeanor when communicating with clients.
  • Perform other duties as assigned by the Director of Special Populations, the Associate Director of Federal Programs & Leadership and/or other ESC administrators.
Performance Measures
  • Work with LEA leadership teams to increase the knowledge, skills, and motivation of LEA teams utilizing a fidelity of implementation rubric for systems change.
  • Jointly facilitate meetings with LEA leadership teams using the gradual release process, which includes current state analysis, multi-year strategic planning, goal setting, and implementation planning.
  • Utilize data analysis and LEA input to create a plan for systems change that includes sustainability of progress to identify a problem, reflect critically on end‑user input, root causes and potential solutions, and maintain a cadence of internal accountability.
  • Align LEA strategic goals, activities, and priorities with the Texas Education Agency (TEA) and ESC ecosystem of support.
  • Curate statewide resources tailored to the LEA‑specific needs to support the implementation of MTSS and composition.
  • Ensure quality data collection and submission of metrics and other applicable project reporting.
  • Support LEAs with composition or MTSS systems‑level change management by providing executive level coaching and supporting the LEA with facilitated continuous improvement.
  • Coordinate or provide LEA leadership learning opportunities through targeted professional development, implementation support, coaching related to composition and MTSS, and ongoing connection and integration of Texas Strategic Leadership (TSL), Effective Schools Framework (ESF), Effective Districts Framework (EDF), High‑Quality Instructional Materials (HQIM), Texas Instructional Leadership (TIL), any other TEA initiatives, and resources/services provided by the ESC.
  • Embed appropriate use of collaborative problem‑solving approaches to achieve program goals (Design Thinking, 4 Disciplines of Execution (4DX) processes, executive systems coaching).
