Job Title: Cost / Schedule / Controls Engineer / Specialist III Location: Midland, TX Schedule: 5/2 – Monday through Friday. 40 hours per week. OT must be pre-approved. In-office role. Minimal travel to Houston (2–3 trips annually, reimbursable).
Target Pay Rate: $85/hr Position Overview
The Cost/Schedule/Controls Engineer III performs and coordinates cost estimating, schedule development, cost control, and quality assurance reviews for Company‑operated and Operated‑By‑Others (OBO) projects across Gate and Funding milestones.
This role prepares check estimates and schedules, participates in cost and schedule verification assessments, supports process efficiency initiatives, and provides advanced‑level project controls expertise on complex major projects.
This is a highly autonomous, complex role requiring strong project management and milestone experience.
Key Responsibilities- Perform and coordinate cost estimate preparation and quality assurance reviews
- Prepare Check Estimates and Schedules for OBO operator submittals
- Participate in estimate and schedule assessments (cost & schedule basis verification)
- Maintain change control and cost reporting
- Coordinate and assemble monthly progress reports
- Work closely with Project Estimator, Planner, Scheduler, and Accounting staff
- Support regulated and non-regulated accounting reporting requirements
- Build schedules, cost trackers, and assist in milestone creation
- Develop communications associated with project milestones
- Support estimating process improvements and efficiency tools
- Manage cross-functional coordination efforts
- 10+ years of major project experience
- 5+ years Cost / Schedule / Controls experience
- Experience building schedules and cost tracking systems
- Experience assisting with project milestone development
- Strong ability to work autonomously
- Ability to translate business needs into structured work products
- Local to Midland (required)
- Education
- Bachelor’s degree in Engineering or equivalent professional experience
- Technical Skills
- Advanced proficiency in:
- Cost Estimating
- Project Planning
- Project Controls
- Excellent Microsoft Office Suite skills
- Advanced Excel
- Power Point
- Project tracking tools
- SAP experience required
- Primavera or Microsoft Project experience preferred
- Strong analytical and computing skills
- Strong influencing and consulting skills
- Advanced proficiency in:
- Preferred / Bonus
- Familiarity with XOM EMCAPS processes
- XOM procurement and controls experience
