The Pipeline Safety Department, in the Oversight and Safety Division of the Railroad Commission of Texas, has direct oversight of approximately 224,067 miles of intrastate pipeline. Pipeline Safety seeks field inspectors to perform technical fieldwork related to pipeline safety operations in Region 2.
EssentialJob Duties
- Extensive overnight travel of 50 % or more.
- Daily and overnight travel includes completing inspections and investigations, attending mandatory pipeline safety training both in‑state and out‑of‑state.
- Consistently perform timely inspections and reports.
- Scheduling flexibility to be on call as needed to respond to emergency situations and investigate incidents and accidents.
- Complete and submit weekly inspection reports, incident reports, and administrative reports (weekly work reports, vehicle reports, travel vouchers, etc.).
- Compose and update technical reports (e.g., evaluations, investigations) on assigned laptop within prescribed timelines; update reports for special projects as required.
- Operate a state‑issued vehicle with extensive driving and field work.
- Applicants must reside in or be willing to relocate to one of the following counties in Region 2:
Andrews, Brewster, Borden, Coke, Concho, Crane, Crockett, Dawson, Ector, Edwards, Fisher, Gaines, Glasscock, Howard, Irion, Jones, Kimble, Loving, Martin, Menard, Midland, Mitchell, Nolan, Pecos, Reagan, Reeves, Runnels, Schleicher, Scurry, Sterling, Sutton, Taylor, Terrell, Tom Green, Upton, Val Verde, Ward, and Winkler.
Minimum Qualifications
- Graduation from a standard senior high school or G.E.D.
- Four years of relevant work experience; qualifications within the Preferred Qualifications may substitute for work experience.
- A valid Texas Driver’s License.
- Ability to work Monday‑Friday, 8:00 AM – 5:00 PM with occasional flexible hours, nights, and weekends.
- Experience and education may substitute each other on a year‑for‑year basis.
- BA/BS or MA/MS degree in Engineering or a related field; or Associate degree or technical certification in Engineering/Petroleum/Corrosion Technology or related field, plus two years of relevant professional work experience.
- Working knowledge and understanding of engineering principles, theories, and techniques.
- Knowledge of engineering procedures and mathematics.
- Skill in applying engineering concepts for conducting pipeline safety inspections.
- Demonstrated excellent organizational, communication, and writing skills; ability to apply engineering concepts when inspecting gas, hazardous liquids, and CO₂ pipelines and facilities.
- Ability to learn regulations and standards.
- Ability to communicate technical information verbally and in writing to a variety of audiences.
- Ability to take initiative and work independently.
- Ability to work effectively on a team.
- Ability to address issues or concerns in a professional manner.
- Ability to maintain working relationships with internal and external stakeholders.
- Ability to respond to high‑pressure situations and meet changing demands and timelines.
- Ability to work outside in extreme weather conditions; climb, stoop, reach low and high, crawl in cramped quarters; lift or move up to 50 pounds; and walk or stand outside for considerable amounts of time.
- Proficiency in the use of computer systems utilizing Microsoft Office Suite and database systems.
