Pipeline Safety Field Inspector, Region 2 (Permian/Big Country/Concho)

Salary: $4,300.00 - $4,666.67 per month (Administrative Plan

B)

Travel

Extensive overnight travel of 50% or more.

Daily and overnight travel includes completing inspections and investigations, and attending mandatory pipeline safety training, both in‑state and out‑of‑state.

Responsibilities
  • Conduct pipeline safety evaluations and incident and accident investigations.
  • Determine whether pipeline operators comply with applicable natural gas and hazardous liquids pipeline safety rules and regulations (49 CFR Parts 192 & 195; 16 T.A.C. Chapters 8 & 18).
  • Conduct site visits and provide current information on PHMSA and Railroad Commission regulations to ensure compliance.
  • Consistently perform timely inspections and report findings.
  • Have scheduling flexibility to be on call as needed to respond to emergency situations and conduct incident and accident investigations.
  • Complete and submit weekly inspection reports, incident reports and administrative reports (weekly work reports, vehicle reports, travel vouchers, etc.).
  • Compose and update technical reports (e.g., evaluations, investigations) on assigned laptop within prescribed timelines.
  • Compose and update technical reports as required for special projects.
  • Operate a state‑issued vehicle with extensive driving and field work.
  • Operate under extensive travel; willingness to relocate to counties in Region 2.
  • Graduate from a standard senior high school or G.E.D.
  • Hold a valid Texas Driver’s License.
  • May work Monday‑Friday, 8:00 AM – 5:00 PM with occasional flexible hours, nights, and weekends.
  • Experience and education may substitute for each other on a year‑for‑year basis.
Qualifications
  • Four years’ relevant work experience or equivalent education/qualifications.
  • A valid Texas Driver’s License.
Preferred Qualifications
  • BA/BS or MA/MS degree from an accredited four‑year college or university in Engineering or a related field, OR an Associate degree or technical certification from an accredited college/technical institute in Engineering/Petroleum/Corrosion Technology or a related field, plus two years’ relevant professional work experience.
Knowledge, Skills, and Abilities
  • Working knowledge and understanding of engineering principles, theories, and techniques.
  • Knowledge of engineering procedures and mathematics.
  • Skill in applying engineering concepts for conducting pipeline safety inspections.
  • Demonstrated excellent organizational, communication, and writing skills.
  • Ability to apply engineering concepts when inspecting gas, hazardous liquids, and CO₂ pipelines and facilities.
  • Ability to learn regulations and standards.
  • Ability to effectively communicate technical information, both verbally and in writing, to a variety of audiences.
  • Ability to take initiative and work independently.
  • Ability to work effectively on a team.
  • Ability to address issues/concerns in a professional manner.
  • Ability to maintain working relationships with internal/external stakeholders.
  • Ability to respond to high‑pressure situations and meet changing demands and timelines.
  • Ability to work outside in extreme weather conditions; climb and stoop; reach low and high; crawl in cramped quarters; lift or move up to 50 pounds, and walk/stand outside for considerable amounts of time.
  • Proficiency in the use of computer systems utilizing Microsoft Office Suite and database systems.
