Scope of Work

Do you enjoy hands‑on work, problem‑solving, and being part of a team that keeps the city flowing? The City of Midland is seeking a dedicated Maintenance Technician I for our Meter Division. In this essential role, you'll install, repair, and maintain water meters across the city—helping ensure accurate service and reliable access for residents and businesses.

From troubleshooting meter failures and reading water usage to maintaining inventory and assisting other departments, your work keeps our utilities operating efficiently and safely. You’ll also operate specialized tools, complete work orders with MCare software, and occasionally provide on‑call support.

Essential

Job Duties
  • Investigate and report meter failures.
  • Operate the commercial meter test bench and field testing equipment, generating reports.
  • Maintain the storehouse, including loss prevention and inventory control.
  • Process workflow with the MCare software package.
  • Maintain, read, install, repair, replace, and connect/disconnect water meters to complete work orders and assignments.
  • Organize tools, equipment, and supplies necessary to complete assignments.
  • Inspect, clean, and maintain equipment and tools in safe operating order.
  • Perform routine inspections of assigned areas to detect necessary repairs or hazardous conditions.
  • Clean work sites and replace landscaping.
  • Paint, repair, and maintain equipment, furniture, and facilities.
  • Perform crew‑leader duties as needed.
  • Provide backup assistance, on‑call coverage, and support to other City departments as assigned.
  • Assist maintenance staff with completion of work orders and projects during heavy workloads or emergency repairs.
  • May be required to work on‑call, evenings, or weekends.
  • Travel to attend meetings and training.
  • Perform other related duties as assigned.
  • Maintain regular and consistent attendance during assigned work hours.
Physical and Environmental Conditions
  • Work is performed outdoors and may involve exposure to moving traffic, extreme weather, hazardous chemicals, fumes, heights, confined spaces, trenches, pathogens, body fluids, infectious diseases, rodents, and insects.
  • Physical tasks include balancing, climbing, crawling, crouching, gripping, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, and visual acuity (various).
  • Work may involve heavy exertion, up to 100 pounds occasionally, up to 50 pounds frequently, up to 20 pounds constantly.
  • Equipment and tools utilized include personal computer, copier, calculator, fax machine, standard office equipment, engineering and drafting equipment, and department vehicles.
Required Qualifications
  • Knowledge of general maintenance and repair techniques for water, mechanical, and plumbing systems.
  • Knowledge of operation and maintenance of assigned light equipment, power, and hand tools.
  • Knowledge of safe handling techniques of hazardous chemicals and materials.
  • Knowledge of City policies and procedures.
  • Skill in following oral and written communications.
  • Skill in planning and organizing materials and supplies necessary to complete work orders or daily assignments.
  • Skill in operating assigned equipment and tools.
  • Skill in resolving customer complaints and concerns.
  • Ability to maintain effective working relationships.
  • Ability to follow City policies and procedures.
Preferred Education, Experience, and Certifications
  • High School Diploma or G.E.D., and two (1) years water meter reading, maintenance, installation, or repair experience; or equivalent combination of education and experience.
  • Must possess Class D Water Certification.
  • Must pass a pre‑employment drug screen, criminal background check, MVR, and physical agility test.
  • Must possess a valid State of Texas Driver’s License.
