ABOUT THE JOB

The Executive Director of Specialized Learning works directly with the Chief Academic Officer to carry out the Academic Vision, Mission, and Goals set by the Board of Trustees. The major function of this position is to direct the district’s special education program, ensuring the provision of needed services for special‑needs students. He or she will develop individualized programs, maintain compliance with all state, federal, and local requirements, and collaborate with district leaders to evaluate instructional progress and teacher effectiveness.

QUALIFICATIONS

– PREFERRED EDUCATION AND EXPERIENCE
  • Master’s or Doctorate degree in Administration, Curriculum and Instruction, Special Education, or related field
  • Principal, Superintendent, or other appropriate Texas certificate
  • Valid Texas teaching certificate with special education endorsement
  • 10 or more years in public education
  • Five (5) years of teaching experience (preferred in Special Education)
  • Three (3) years of district administrative experience in Special Education
SPECIAL KNOWLEDGE AND/OR SKILLS – EXPERIENCE

A good candidate will possess knowledge of the individual needs of students with disabilities, the ability to communicate with students, parents, and staff, to plan targeted professional development, manage budget and personnel, implement federal and state policy and procedures, interpret data, coordinate with others, and demonstrate strong organizational, communication, public relations, and interpersonal skills.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Executive Director of Specialized Learning will oversee an ongoing process to define the department’s future direction, align resources, set measurable goals, and facilitate stakeholder engagement, leading the special education and Section 504 programs and services to meet student needs.

Key responsibilities include:

  • Supervising transition services for special education students entering and exiting public school programs.
  • Ensuring student progress is evaluated regularly and findings are used to improve programs.
  • Facilitating the use of technology and accommodations to support learning.
  • Providing training, resources, and materials to support staff delivering specialized instruction.
  • Supervising and monitoring the admission, review, and dismissal (ARD) process district wide.
  • Managing the special education referral process and arranging student assessments.
  • Making placement and program recommendations and consulting on committee meetings.
  • Training campus leadership on instructional program development related to special education.
  • Serving as a resource for 504, counselors, and the Student Assistance Team.
  • Promoting a positive, caring learning climate and communicating proactively with stakeholders.
  • Analyzing evaluative findings, including student achievement data, to determine program effectiveness and adjust services.
  • Reviewing curriculum for specialized programs annually to ensure alignment with student needs.
  • Preparing, reviewing, and revising job descriptions and performance evaluations for special education staff.
  • Collaborating with principals to interview professional applicants for special education positions.
