Description for Candidates:

Assist Construction Inspection and Management staff by monitoring, coordinating and directing the administrative duties of roadway, structure, bridge construction and maintenance projects. Engage and review tasks and activities involving contractor conformance with plans, specifications, and contract documents to include daily inspection diaries, the input of data into automated software systems, and generating reports and correspondence. Provide technical support to assigned engineering program area.

How you will contribute:

Communication:
Communicate with VDOT support staff as well as external contacts and consultants. Proactively resolve issues at the lowest level. Project a positive VDOT image. Keep supervisor advised of important development and field observations.

Construction Project Documentation:
Prepare and maintain daily documentation of project activities by indicating means and methods used by contractors. Ensure documentation is submitted and close-out documentation is completed upon project acceptance. Post diary entries in software systems and confirm with contractor's representative to reconcile proposed pay items. Monitor documentation ensuring no payment is made for items not fully meeting contractual obligations. Monitor and evaluate contractors and subcontractors payrolls for accuracy and conduct labor compliance reviews.

Track, comply and communicate project contract, CEI and contingency costs through monthly reporting.

Engineering Technology:
Apply principles and practices of engineering technology to assigned program areas. Interpret policies and procedures and apply in daily work assignments.

Procurement:
Maintain cost records on maintenance and construction work. Perform data entry to maintain ledgers for interstate, primary and secondary system accounts. Monitor budget and reporting. Complete required forms. Review and process invoices and maintains budgets records. Maintain work progress records and charts. Follow procurement procedures for SAC purchasing and processing.

Project Documentation:
Prepare and maintain daily documentation of project activities. Ensure documentation is submitted and is completed. Avoid project delays and solve project related matters.

Recordkeeping:
Maintains accurate labor, overtime and equipment timesheets. Enters and updates data to meet required deadlines; records and audits leave balance information and provides accurate balances.

Knowledge of roadway, structure and bridge construction methods, materials, standards, construction symbols, and terminology.

Knowledge of state and federal guidelines and regulations as related to transportation.

Knowledge of state and federal safety, environmental, and equal employment opportunity guidelines and regulations as related to transportation.

Skill in the use of computers, software applications to include MS Office, and smart phones.

Minimum Qualifications:

Ability to use computer software programs required for project management, spreadsheets, financial management and word processing.

Experience applying roadway, structure and bridge construction methods, materials, standards, construction symbols, and terminology.

Experience communicating effectively with VDOT and contractor staff and the general public.

Experience reading, interpreting, and analyzing roadway, structure and bridge plans, as well as contract plans, specifications, and documents.

Valid driver's license.

Additional Considerations:

A combination of training, experience, or education in Construction, Engineering, Project Management, Material Handling or related field desired.

Experience in construction inspections with a DOT or consultant inspection firm desired.
