To lead, manage, and enhance the Bank's Transaction Monitoring Reporting function by ensuring the timely production, analysis, and reporting of transaction monitoring data, trends, and risk indicators. The role is responsible for supporting the Bank's Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), sanctions compliance, and fraud risk management frameworks through effective reporting, governance, stakeholder engagement, and continuous improvement of monitoring processes and controls.

MINIMUM

EDUCATION
  • Postgraduate qualification in Risk Management, Compliance, Financial Crime, Data Analytics, or Business Management.
  • CAMS (Certified Anti-Money Laundering Specialist) or ICA Diploma in Financial Crime preferred.
MINIMUM EXPERIENCE
  • Minimum 7–10 years' experience within banking, financial services, risk management, compliance, financial crime, or operational risk environments.
  • At least 3–5 years in a management or leadership role.
KEY RESPONSIBILITIES Alert Triage & Case Initiation
  • Oversee the triage of all STR referrals and alerts generated by transaction monitoring systems, rule-based engines, staff referrals, and cross-functional escalations
  • Establish and maintain documented triage criteria and decision trees to ensure consistent, risk-based prioritisation of the alert queue.
  • Ensure all alerts are actioned within defined SLAs; maintain a live queue dashboard with escalation triggers for aged or high-risk items.
  • Implement controls to prevent suppression or non-escalation of alerts; report any systematic alert-handling failures immediately
  • Direct the investigation of suspicious activity cases, ensuring investigators apply a structured, evidence-based methodology encompassing transactional analysis, open-source intelligence (OSINT), adverse media review, and customer/relationship context.
  • Conduct or supervise complex, high-value, and high risk related investigations personally, ensuring analytical rigour and completeness.
  • Maintain a case management system with full audit trails — investigation notes, evidence annexures, analyst decisions, and supervisor sign-offs — for every case opened, whether it results in an STR or a documented declination.
  • Set and enforce investigation quality standards; conduct regular file reviews and provide structured feedback to analysts.
  • Ensure investigators obtain and assess all available customer information — including EDD records, account history, and relationship profiles — before reaching a reporting decision.
STR Drafting, Quality Assurance & Submission
  • Review and approve all STR narratives prior to submission to the FIC via goAML, ensuring narratives are factually accurate, legally defensible, sufficiently detailed, and compliant with FIC Guidance Note 4 (and any successor guidance).
  • Implement a two-level QA process: analyst draft reviewed by a senior analyst or team lead, with final approval by the STR Manager or delegated deputy.
  • Ensure STRs are submitted within the FICA-prescribed timeframe from the point at which suspicion is formed; maintain a submission log with timestamps at each workflow stage.
  • Manage the amendment and supplementary report process on goAML where new information materially changes or enriches a previously submitted STR.
  • Maintain a declination register documenting all cases where investigation concluded no reportable suspicion, with the reasoning and authorising approver recorded for each.
  • Manage all post-submission interactions with the FIC, including responses to regulatory and information requests, requests for additional information, and feedback on report quality.
  • Act as the primary institutional point of contact for the FIC on all STR-related matters; elevate to the Head of Department where engagement involves enforcement, inspections, or material risk to the institution.
  • Track and respond to any FIC feedback on submission quality; implement corrective measures and report outcomes to the Head of Financial Crime & Payments Compliance.
  • Coordinate with Group Legal & Group Finance on any matters where tipping-off risk, legal privilege, or law enforcement cooperation is engaged.
