Regulatory Compliance Specialist, Risk Manager/Analyst, Financial Compliance
The Governance and Regulatory Compliance Officer is responsible for overseeing key regulatory governance frameworks to ensure the bank operates in compliance with applicable laws, regulations, rules, and supervisory expectations. This role provides strategic oversight and program management for the Community Reinvestment Act (CRA) program and the bank’s vendor management. Responsibilities include developing and maintaining policies and procedures, coordinating regulatory reporting and examinations, monitoring regulatory developments, and working cross‑functionally with business, technology, risk, and senior management to ensure effective risk management and regulatory compliance with respect to these programs.
The position supports board and senior management oversight by preparing governance reporting, facilitating committee activities, and promoting a culture of compliance and accountability across the organization.
- Serve as the Bank's subject matter expert for regulatory compliance.
- Develop and maintain policies, procedures, forms, and operational guidance.
- Monitor IRS and regulatory changes impacting Traditional, Roth, SEP, SIMPLE, Self‑Directed IRAs, and related retirement products.
- Provide compliance support for operations, product development, and strategic initiatives.
- Review operational processes for compliance with IRS requirements and applicable banking regulations.
- Assist with internal audits, regulatory examinations, and external audits.
- Support issue resolution involving regulatory questions and operational exceptions.
- Serve as CRA Program Manager and maintain the Bank's CRA Program.
- Monitor CRA performance and prepare regular reporting for senior management and the Board.
- Coordinate CRA data collection, validation, and reporting requirements.
- Work with business lines to identify opportunities that support CRA objectives.
- Maintain CRA policies, procedures, training, and documentation.
- Coordinate CRA examinations and regulatory requests.
- Monitor community development activities and qualifying investments, loans, and services.
- Establish and maintain relationships with community groups, non‑profit organizations, and other stakeholders to identify community needs and opportunities for investment.
- Represent the bank at community meetings, forums, and events to promote CRA activities.
- Facilitate partnerships with organizations that support affordable housing, economic development, and other community development initiatives.
- Administer the Bank's Third‑Party Risk Management Program.
- Coordinate vendor due diligence, risk assessments, onboarding, contract reviews, and ongoing monitoring.
- Ensure compliance with regulatory guidance regarding third‑party relationships.
- Maintain the Bank's vendor inventory and risk ratings.
- Track contract renewals, performance reviews, insurance certificates, and financial reviews.
- Coordinate annual vendor reviews and reporting.
- Partner with Information Security, Legal, Procurement, and business owners to manage vendor risk.
- Monitor critical vendors and elevate emerging risks appropriately.
- Maintain departmental policies and procedures.
- Develop and monitor key risk indicators (KRIs) and compliance metrics.
- Coordinate annual risk assessments for assigned programs.
- Prepare Board and executive reporting packages.
- Assist with enterprise projects involving governance, compliance, and operational risk.
- Promote continuous improvement and regulatory readiness across the organization.
- Bachelor’s degree in business, finance, public administration, law, or a related field.
- Advanced degrees or relevant certifications are highly desirable.
- Minimum of 10 years of experience in banking, with an emphasis on enterprise risk management, regulatory compliance, or similar functions.
- Strong analytical skills and attention to detail.
- Excellent project and time management skills and ability to manage and prioritize rapidly changing workloads and meet deadlines.
