Position Summary

The Municipal Code Enforcement Officer performs professional and technical work to ensure compliance with municipal codes, ordinances, and regulations related to zoning, property maintenance, nuisance abatement, signage, land use, and related community development standards. The position involves field inspections, complaint investigations, public education, documentation, and coordination with other departments and agencies to promote community health, safety, and welfare.

The Code Enforcement Officer exercises independent judgment in interpreting and applying municipal regulations while working under the general direction of the Director of Community Development.

Essential Duties and Responsibilities
  • Conduct field inspections to enforce municipal ordinances, including but not limited to zoning regulations, nuisance abatement, property maintenance standards, signage regulations, and other development-related codes.
  • Investigate complaints from citizens, elected officials, and other departments regarding alleged code violations.
  • Identify violations and determine appropriate corrective actions.
  • Issue warning notices, citations, and orders to comply in accordance with adopted procedures and legal requirements.
  • Perform follow-up inspections to verify compliance.
  • Provide information and guidance to property owners, residents, businesses, and contractors regarding applicable codes and compliance requirements.
  • Work collaboratively with property owners to encourage voluntary compliance.
  • Respond to inquiries and complaints in a professional and timely manner.
  • Represent the department during meetings, hearings, or public outreach efforts as assigned.
  • Maintain detailed records of inspections, violations, enforcement actions, and case activity. Maintain case files and tracking systems. Assist with data collection and reporting for departmental performance metrics.
  • Prepare written reports, correspondence, notices of violation, and legal documentation.
  • Collect and preserve evidence for administrative or municipal court proceedings.
  • Provide testimony in municipal court or administrative hearings when necessary.
  • Coordinate enforcement activities with planning, building inspections, public works, fire, police, legal counsel, and external agencies.
  • Support community development initiatives and special projects as assigned.
  • Stay current on changes to municipal ordinances, state laws, and enforcement best practices.
  • Performs other duties as assigned by the Director of Community Development or the City Manager.
Minimum Qualifications Education
  • High school diploma or GED required.
  • Associate degree or coursework in planning, public administration, construction technology, criminal justice, or related field preferred.
Experience
  • Two (2) years of experience in code enforcement, inspections, zoning administration, law enforcement, or related field preferred.
  • Municipal government experience is desirable.
Certifications
  • Oklahoma Code Enforcement Association Certification or the ability to obtain the certification within one (1) year.
  • Valid state driver’s license with acceptable driving record.
Knowledge, Skills, and Abilities
  • Knowledge of municipal zoning and land use regulations.
  • Knowledge of property maintenance and nuisance abatement standards.
  • Knowledge of inspection and investigative techniques.
  • Knowledge of applicable state statutes and local ordinances related to code enforcement.
  • Knowledge of principles of customer service and conflict resolution.
  • Knowledge of basic legal procedures related to code enforcement and municipal court.
  • Skills in conducting inspections and documenting findings.
  • Skills in communicating clearly and professionally both verbally and in writing.
  • Skills in maintaining detailed and accurate records.
  • Skills in using computers, mobile inspection software, and standard office applications.
  • Skills in managing multiple cases and prioritizing workload.
  • Ability to interpret and apply municipal codes and regulations consistently and fairly.
