Construction Engineer - Kona​/Hilo

Responsibilities

• Has a beginning understanding about the contract, bid assumptions (how the contract was bid), plans, specifications, DBE's, subcontracts and purchase orders.
• Participates in planning and scheduling process and assists with establishing the project schedule.
• Co‑ordinates and participates in team meetings, scheduling key agenda times.
• Utilises and interprets the schedule to assist in determining extensions or acceleration due to impacts of weather, change orders, delays, etc.
• Is responsible for all required contractual documentation, which includes incoming/outgoing correspondence, daily reports, weekly progress reports, drawings, submittals, subcontracts, purchase orders, payment requests and invoices.
• Is responsible for the surveying function of the projects, pre‑job, post‑job, survey logs and GPS modelling.
• Must have an understanding of the contract payment terms. Prompt and accurate preparation of applications for payment, follow‑up to ensure timely payment and release of retention.
• Is accountable for reviewing, inputting and monitoring the job quantities needed for cost accounting systems and applications for payment.
• Must coordinate and schedule submittal data in a timely manner. Submittal data may include show drawings, photos, material certificates and test reports.
• Advises the Project Team of any potential changes to the contract and, as directed, promptly notifies the owner in writing of any changes per contract.
• Assists the Project Team with coordinating with relevant public utility companies, in securing necessary permits in advance of work dates.
• Assists in development of the Site Logistics Plan prior to commencement of the work.
• Is able to do minor drafting and editing of plans (e.g., as‑builts, paving plans, temporary traffic control plans) as directed by supervisor or has demonstrated willingness and capacity to learn.
• Is accountable and responsible for project safety, assists the Project Team in carrying out a thorough safety programme.
• Assists the Project Team to ensure that equipment is used safely (e.g., planning critical lifts with cranes). Should help maximise utilisation of company equipment by being aware of what tools and equipment are being charged to the project.
• Ensures a safe work environment in compliance with all federal, state, local and company safety policies and procedures using appropriate tools and equipment for the task.
• Is responsible for coordinating the closeout process in conformance with operational procedures.
• Understands both legal requirements and the company's policy requirements to maintain a safe work environment.
• Learn, understand and maintain knowledge of current laws, contract requirements and safety, health, environmental and quality standards.
• Complies with such laws and policies by properly protecting the project and adjacent properties, disposing of waste materials, obtaining required permits (e.g., storm water control, demolition), notifying utility owners and responding to and documenting environmental incidents.

• Math aptitude to perform daily tasks.
• Reading:
  Ability to read and comprehend contract documents, job specifications, blueprints and other technical or legal information.
• Licenses:
  Valid driver’s licence and favourable traffic abstract.
• Education:
  
  Degree in engineering, preferably structural, mechanical or civil; a Master of Science Degree or equivalent combination of education/experience is preferred.
• Experience:
  
  1‑2 years of work experience at a Junior Construction Engineer level, or equivalent.
• Other:
  Competency with Word, Excel, Email and the aptitude to learn relevant systems.
